Sec. 8-2-31. - Established.

There is hereby created and established the Gustine Area Recreation Commission.

Sec. 8-2-32. - Membership.

(a) The Gustine Area Recreation Commission shall consist of five regular members who shall serve on such commission for a term of one year after their appointment or until a successor is selected and two nonvoting ex officio members. Three of the regular members shall be appointed by the council and live within the city limits. Two of the regular members shall be residents of the area of the Gustine Unified School District and shall be appointed by the city council. The ex officio members shall be a member of the council and a member of the school board. The ex officio members shall serve without the right to vote except when it is necessary to provide for a quorum to conduct the business of the Gustine Area Recreation Commission.

(b) A regular member of the commission who fails to attend during four consecutive meetings of the commission, without a reasonable excuse or cause, shall forfeit his membership, and the appointing body who appointed the particular member shall forthwith appoint another person to such position.

(c) The appointive bodies shall report the names of persons appointed to serve on the commission to the superintendent of the county parks and recreation department.

(d) All the members of the Gustine Area Recreation Commission shall serve without compensation.

Sec. 8-2-33. - Officers and committees.

The Gustine Area Recreation Commission shall elect from among its members a chair and may appoint a secretary who need not be a member of the commission. The commission may also create such committees as it deems necessary for the performance of its duties and may delegate to such committees such investigations, studies, and other administrative duties as it deems advisable.

Sec. 8-2-34. - Meetings.

The Gustine Area Recreation Commission shall establish the time and place of its regular meetings which shall be held at least once in each calendar month.

Sec. 8-2-35. - Powers and duties.

The Gustine Area Recreation Commission shall have the following powers and duties:

(1) To coordinate and constructively encourage public recreational activities in the city and in the territory of the Gustine Unified School District;

(2) To act in an advisory capacity to the city council and the county board of supervisors on any agreements the city may enter into with the Gustine Unified School District for the operation and maintenance of recreational programs and the use of facilities and playgrounds;

(3) To consider the annual budget for recreation during the process of its preparation and make recommendations thereon to the council and to the board of supervisors;

(4) To assist in the planning of recreational programs for the community, promote and stimulate public interest therein, and, to that end, solicit to the fullest extent possible the cooperation of the county, the Gustine Unified School District, and other interested public and private agencies;

(5) To formulate a comprehensive recreational policy and adopt rules and regulations on all recreational activities and programs for which the commission will provide funds from the recreation budget; and

(6) All other powers granted to the commission by the provisions of Education Code tit. 1, div. 1, pt. 7, ch. 10 (Education Code § 10900 et seq.).
