Sec. 4-2-31. - Established.¶
The planning commission is hereby established pursuant to the provisions of Government Code § 65100.

Sec. 4-2-32. - Membership.¶
(a) The planning commission shall consist of five members appointed by the council for terms of four years. Terms commence on January 1 and expire on December 31. The mayor, with the approval of the council, shall appoint one member of the council to serve as an ex officio member of the commission without the right to vote. The term of an ex officio member shall correspond to the person's term on the council.
(b) Any appointive member of the planning commission may be removed from the commission by a majority vote of the council. Any member of the commission who is absent from three consecutive regular meetings of the commission without due cause shall be automatically removed.
(c) A member of the planning commission may resign from the commission by filing a written statement with the city clerk stating that he resigns from the commission. The resignation shall become effective at the time of filing such written statement, and such member shall thereupon cease to be a member of the commission, and a vacancy shall exist.
(d) Vacancies on the planning commission shall be filled by appointment for the unexpired portion of the term.
(e) Members of the planning commission shall serve without compensation.

Sec. 4-2-33. - Officers and meetings.¶
(a) The commission shall elect a chairperson and a vice-chairperson from among the appointed members. Officers shall hold office for one year or until their successors are appointed.
(b) The planning commission shall hold at least one regular meeting in each month. Three members of the commission shall constitute a quorum. At least three members shall approve any action or recommendation to the council relating to rezoning, amendments to the general plan or planning and zoning provisions set forth in this title, conditional use permits, tentative parcel and subdivision maps, and variances from ordinances as may be acted upon by the commission. In all other cases, a majority vote of those members present will be followed.
(c) Special meetings of the planning commission may be called at any time by the chairperson or by any three or more members of the commission. If personal notice cannot be given, written notice shall be mailed to such members at least 24 hours prior to the meeting, unless the notice requirement is waived in writing by a member.
(d) The planning commission shall adopt rules for the transaction of its business and keep a public record of its transactions, resolutions, findings, and determinations, subject to the approval of the council.

Sec. 4-2-34. - Duties.¶
The planning commission shall perform the duties and shall have all the rights, powers, and privileges specified and provided by state laws or by city laws and resolutions.
