2.16.010 Director--established.¶
A new position is established known as director of finance, to be composed of one man, to assume and take over the duties heretofore imposed upon the city clerk, by Sections 40802 through 40805, of the Government Code of the state, and the powers and duties thereof are defined as set forth in this chapter.

2.16.020 Director--appointment.¶
The director of finance shall be appointed by the city council, and shall hold office at the pleasure of the city council.

2.16.030 Department--established--duties.¶
There is established a finance department, which shall consist of the director of finance and shall be vested and charged with the following duties and responsibilities:
A. Develop, maintain and operate the general accounting system of the city and of each of the respective departments, divisions, and services thereof;
B. Perform such accounting functions and duties in accordance with the latest and most modern accounting practices.
C. Keep and maintain, or to prescribe and require the keeping and maintaining of, inventory records of municipal properties, necessary in accordance with modern municipal accounting practices.
D. Assume, maintain and perform all functions and duties relating to the administration of property taxes, sales taxes and license taxes levied by the city, and of the collection thereof:
E. Establish and maintain adequate billing and collection procedures for the city utilities;
F. Assume and perform all municipal functions and duties relating to the preparation, auditing and disbursement of claims and demands against the city including payrolls; G. As purchasing agent and in accordance with Chapter 3.12, to assist in the purchase of all supplies, goods, wares, merchandise, equipment and material which may be required by the city;
H. As directed by the city council and with the assistance of other city department heads for their respective departments, prepare the annual city preliminary budget, and, after final budget is adopted by the city council, maintain budgetary controls.

2.16.040 Department--statement and reports.¶
The finance department shall prepare and present to the city council in sufficient detail to show the financial conditions:
A. A quarterly, or more frequently as may be desired, statement of all receipts, disbursements and balances of the city;
B. Such other financial reports as may be required.

2.16.050 Director--duties and salary.¶
A. The finance department shall be supervised by a director of finance who shall be appointed by and be responsible to the city council. The director of finance shall:
Recommend the appointment of such subordinate employees as may be necessary in the conduct of this department;
Cooperate with the city treasurer and other officials of the city in establishing and maintaining sufficient and satisfactory procedures and controls over municipal revenues and expenditures in all departments, divisions, and services of the city in accordance with modern municipal accounting practice.
B. The director of finance shall be paid such salary as may be fixed by the city council.

2.16.060 Transfer of duties.¶
In accordance with the provisions of Section 40805.5 of the Government Code of the state, the financial and accounting duties imposed upon the city clerk under Sections 40802 through 40805 of the Government Code are transferred to the director of finance.
