12.12.010 Rules and regulations.
- A. The following rules and regulations shall apply:
The speed limit within Vierra Municipal Park, located between Washington and Haskell Streets in the city, is established at ten miles per hour.
No dogs, horses, or other pets are allowed in any city park and/or plaza.
No overnight camping is permitted in any city park and/or plaza.
Bicycles may park in lawn areas, but shall not be ridden except on paved areas.
No vehicles shall travel any portion of any city park and/or plaza except on paved areas. Maintenance or construction vehicles, whether owned or contracted for by the city, shall be excepted from this regulation.
No person shall deposit or permit litter or debris of any type to be deposited in any city park and/or plaza except in debris containers provided for that purpose.
No household or other refuse or debris is permitted to be deposited in any park debris container.
- B. Any violation of the rules and regulations set forth in subsection A of this section shall be deemed an infraction and punishable as such.
C. The City reserves the right to initiate civil proceedings against any person causing damage to any city park and/or plaza facility and/or violating these rules and regulations.

12.12.020 Alcoholic beverages.¶
A. No person shall consume or possess alcoholic beverages of any kind whatsoever in any city park and/or plaza. This chapter shall cover all parks and/or plazas in the city whether existing or which may be developed in the future, by the same terms of this chapter.
B. The director of public works is directed to install signs in city parks and/or plazas to notify the public of prohibition of the consumption and possession of alcoholic beverages as set forth in this section. However, the enforcement of this chapter shall not depend on the placement of signs aforesaid.
C. Violation of this chapter shall constitute an infraction.

12.12.030 Glass beverage container prohibited.¶
A. It is unlawful for any person, firm or corporation to possess any glass beverage container within any city park or parking lot, except that the sponsor of an organized public event who obtains a city permit for the event may obtain permission from the Chief of Police to possess glass beverage containers, provided that the containers remain under the sponsor's control and are not distributed to participants of the event. "Beverage" means any liquid intended for human consumption.
B. Violation of this section shall be an infraction. The provisions of this section shall be enforced by the Chief of Police or his designee.

12.12.040 Hours of use.¶
A. Vierra Municipal Park, located between Washington and Haskell Streets on the southern city limits shall be closed to public use every night between the hours of eleven p.m. and six a.m. the following morning. A gate, fence, or other barrier may be placed across all entrances during the time of closure.
B. All city parks and/or plazas other than Vierra Municipal Park, shall be closed to public use every night during daylight saving time between the hours of nine p.m. and six a.m. the following morning; during standard (winter) time, all city parks other than Vierra Municipal Park shall be closed to public use every night between the hours of six p.m. and six a.m. the following morning.
C. Persons found within any park after the specified closure time, pursuant to this section, shall be guilty of an infraction and they shall be so prosecuted.

12.12.050 Temporary suspension of skateboard park use.¶
If a person has two convictions within a 12 month period for a violation of section 10.76.110 of this code (riding on sidewalks), such person will be temporarily prohibited from using or being present at the city's skateboard park for a period of 90 days. A person who is present at the city's skateboard park within 90 days of the second conviction for violating section 10.76.110 (within a year of a prior conviction of section 10.76.110) is guilty of an infraction.

12.12.060 Required safety equipment.¶
A. It is a requirement for any person riding a skateboard or bicycle at the city's skateboard park facility to wear a helmet, elbow pads, and knee pads.
B. For the purposes of this section skateboards include skates and roller blades.
C. A violation of the restrictions as described in subsection A. is an infraction.
