3.62.010 - Master fee schedule.¶
The city manager shall maintain a master fee schedule of all fees imposed by the city.

3.62.020 - Annual review of fees.¶
A. The city manager shall annually review the fees listed in the master fee schedule. Any provision of this Code requiring the city council to do so shall be satisfied by the review required by this subdivision.
B. Upon the review required subdivision (A) of this section, the city manager may adjust any fee listed in the master fee schedule as authorized by the legislation pursuant to which the fee is imposed or for inflation as provided by subdivision (C) of this section.
C. If the city manager increases a fee pursuant to this section, the increase shall not exceed the increase in the inflation index provided by the legislation under which the fee is imposed or, absent such an index, the United States Department of Labor's Consumer Price Index for All Urban Customers in the San Francisco/Oakland/San Jose metropolitan area or the Engineering News-Record's Construction Cost Index - San Francisco, or any successor to these indices - and the increased fee shall not exceed the city's estimated cost to provide the service or product supported by that fee. When no index is specified by the legislation under which a fee is imposed, the city manager shall select that index which, in his or her reasonable judgment, best approximates the increase in cost to the city to be recovered by the adjusted fee.

3.62.030 - Effective date of adjusted fees.¶
Fees adjusted pursuant to Section 3.62.020 shall be effective when notice of those adjusted fees is given as required by law for notice of ordinances of the city unless other law requires a longer period before effectiveness.

3.62.040 - City council approval of fees.¶
A. Notwithstanding the authority delegated by Section 3.62.020, the city council retains the authority to adjust any fee listed in the master fee schedule at any time by resolution ordinance.
B. No new fee shall be established, and no fee increase that exceeds an increase in an applicable inflation index shall be approved except by resolution or ordinance of the city council.
