9.12.010 - Definition.¶
As used in this chapter, "loiter" means entering and remaining on any premises, public or private, either trespassing or:
A. Does not have a purpose legitimately connected with the business or activity of the legal occupant of the premises; and
B. Does not have a bona fide intent to exercise a constitutional right; and
C. Is causing public inconvenience or annoyance.

9.12.020 - Prohibition.¶
A. It is unlawful and a violation of this section for any person to loiter within the city limits of Grand Terrace.
B. It is unlawful for any person to wilfully and maliciously stand, sit, lie in or under any street, sidewalk, passageway or other public place in such manner as to obstruct, hinder or delay the free passage or use in the customary manner of such street, sidewalk, passageway or other public place.
C. It is unlawful for any person to stand, sit, lie in or upon any doorway or way of ingress or egress of any building or other structure without the consent of the owner thereof.
D. It is unlawful for any person to loiter, trespass or stand in or upon any parking lot, shopping center, or other commercial or industrial property generally open to the public, or otherwise occupy any portion thereof, in such a manner as unreasonably obstructs, injures, or interferes with the traffic flow or any lawful business or occupation carried on by the owner of such land, his agent, or the person in lawful possession thereof after being requested to leave by the owner of such land, his agent or the person in lawful possession thereof.
