§ 8.28.010. Definitions.

For the purposes of this chapter, the words and phrases set out in this section are defined as follows unless it shall be apparent from the context that they have a different meaning:

"Garbage"

means all animal and vegetable refuse from kitchen and household waste which has been prepared for or intended to be used as food or which shall have resulted from the preparation of food; all decayed or unsound fruit and vegetable matter; and all animal, fish, or fowl refuse (other than manure).

"Market refuse"

means all nondecayed fruit and vegetable matter from stores and markets or other places having fruits and vegetables, either for sale or exchange or to give away.

§ 8.28.020. Feeding garbage to swine.

It is unlawful for any person to feed or permit to be fed any garbage or market refuse from any source whatsoever to any swine within the city.

§ 8.28.040. Depositing and burying garbage – Permit required.

Except as provided in Chapter 8.20 of this title, it is unlawful for any person to deposit or place in or upon uncovered racks or open containers or receptacles, either on or off the ground, or bury, or cause or permit to be deposited or buried, within the city any garbage or market refuse upon any premises, public or private, without having first obtained a written permit from the health officer. Any such permit issued shall be subject to revocation and may be revoked at any time by either the council or the health officer.

§ 8.28.050. Deposit of refuse.

Except as otherwise provided in this chapter, no person shall permit, or cause to be permitted, the contents of any cesspool, septic tank, or water closet, or sewer or sewage effluent, excrement, urine, slop water, butcher offal, market refuse, garbage, rubbish, cans, or any dead animal, dead fowl, or putrid or offensive animal or vegetable matter to remain or be deposited or discharged upon the surface of the ground on any premises or lot or in any building, basement, or public street, or into any standing water, stream, excavation, or public place. The provisions of this section shall not prohibit the placing of cans or rubbish in any lawfully existing dump.
