SEC. 8-1-101. - FORMER ORDINANCES.

(a) On October 26, 2007, the Council adopted Ordinance No. 2007-54, known as the Code Reorganization Ordinance.

(b) As part of Ordinance No. 2007-54, various chapters, articles, and sections of the Fresno Municipal Code were repealed and reorganized as a reorganized Fresno Municipal Code. This included Chapter 8 Assessment Districts and Bond Procedures, Articles 1 to 54, hereafter "Reorganized Chapter 8."

(c) At the time Ordinance No. 2007-54 was adopted, it was understood that further streamlining and updating of specific Chapters of the Fresno Municipal Code would be undertaken.

(d) Reorganized Chapter 8 required significant updating and streamlining. As part of the updating and streamlining process, the Council finds that Reorganized Chapter 8, Articles 1 to 20 and 23 to 30 relating to various local improvement procedures and articles 31 to 39 relating to Parking Maintenance Districts should be repealed based on their antiquated provisions, many of them legally unsound.

SEC. 8-1-102. - UNCODIFIED ORDINANCES.

In the event assessment proceedings similar to those referenced in Section 8-1-101 become necessary, new ordinances will be considered for enactment. For purposes of historical reference, because bonds relating to the 1913 and 1915 Improvement Acts identified in said articles are outstanding, the Council adopted an uncodified ordinance numbered 2007-98 regarding the aforesaid repealed articles which will be maintained in the City Clerk's office.
