SEC. 2-801. - BOARDS AND COMMISSIONS CREATED BY CHARTER.

The following boards and commissions are created by the Charter:

Planning Commission (Sections 906, 907)

Civil Service Board (Sections 908, 909)

Retirement and/or Pension Boards (Section 910).

SEC. 2-802. - LIMITED BOARDS AND COMMISSIONS.

All boards, commissions, committees and similar bodies not created by Charter, by ordinance or by resolution of the Council shall automatically terminate two years from their creation, unless otherwise specified by the Council.

SEC. 2-803. - BOARDS AND COMMISSIONS SUBJECT TO THE BROWN ACT.

(a) Posting of Agendas and Supporting Documents.

(1) For all boards and commissions subject to the Brown Act, all documents to be presented to or considered by the body, including agendas, staff reports, supporting documents, and previous meeting minutes, shall be provided to the City Clerk and posted in compliance with the Brown Act in the following locations:

(i) On the City Clerk's website. (Agendas, Minutes and Reports)

(ii) In a secured public space inside City Hall. (Agenda Only)

(iii) In a secured public space outside City Hall. (Agenda Only)

(2) All posting locations shall be accessible to the disabled.

(3) This section shall not apply to documents deemed confidential by law.

(4) Unless otherwise required by law, no documents shall be accepted for review by a board or commission unless they are submitted to the City Clerk at least twenty-four hours prior to the agenda item being heard. Nonetheless, the presiding officer of the board or commission shall retain discretion to accept additional documents at or prior to the time the board or commission item is to be heard.

(b) Training. Members of public boards and commissions shall receive annual training provided by the City Clerk (or designee) and the City Attorney (or designee) on how to run a meeting operated under the Brown Act, and an overview of the board or commission's rules of procedure by February 28 of each year.
