19.08.010 - Adoption—Procedure.

The procedure for preparing and adopting additions or amendments to all or any portion of the specific plan of streets and highways shall conform to the provisions of the planning law of the state and acts amendatory thereto. Said additions or amendments shall be adopted by ordinance in the manner prescribed by law shall constitute an amendment of this chapter. Each such ordinance adding to or amending the specific plan shall designate the added or amended part of the specific plan by a serially numbered item for purposes of identity and shall include a map of the street or highway project which is the subject of the specific plan. The maps of the specific plan of streets and highways and amendments adopted under this chapter shall not be included in this ordinance code. The map for each specific plan shall be recorded in the office of the county clerk-recorder in a book entitled "Record of Specific Plans," within thirty days following the adoption of said ordinance. The clerk-recorder shall also prepare a special index of all precise plans heretofore recorded in the record of surveys map and insert the index in the Record of Specific Plans for purposes of reference.

19.08.020 - Definitions.

A. "Maps" means an illustration, including a drawing, aerial photograph or photo map, accurately indicating the precise location of a planned right-of-way or portion thereof.

B. "Right-of-way" means all or any part of the entire width of a road, street or highway whether or not such entire area is actually used for road, street or highway purposes.

C. "Specific plan line" means the boundaries and limits of a planned right-of-way, including the future right-of-way of an existing street as it is proposed to be widened and including all lands necessary for the building, widening or maintenance of any road, street, highway or other type of public way, which planned right-of-way is based upon the general plan of the county.

19.08.030 - Map preparation—Contents.

A. The director of public works shall a responsible for preparing, or causing to be prepared, such plans and maps necessary for the adoption of the specific plan of streets and highways.

B. The specific plan of streets and highways, as hereafter added or amended, shall be clearly delineated on a map or maps which shall be of such detail and scale as will permit the showing thereon of the precise location and dimensions of the planned right-of-way, the recommended treatment thereof, and other data deemed necessary to carry out the provisions of this chapter. Such map or maps shall contain a proper title or designation identifying the project, the limits of the project and the serial number for the project. For purposes of legal publication, a reduced scale may be used.

19.08.040 - Previous reference to plans.

All maps heretofore designated as parts of the "precise plan of streets and highways" or as parts of the "official plan of streets and highways" are hereafter a part of the specific plan of streets and highways and shall hereafter continue in effect and shall be subject to all the provisions of this title. Any reference to the "precise plan of streets arid highways" or to the "official plan of streets and highways" in any ordinance of Fresno County heretofore adopted, shall mean the specific plan of streets and highways.

19.08.050 - Construction restriction.

No well or utility shall be erected, constructed established within the planned right-of-way of any adopted specific plan line, excepting those utilities serving a single parcel.
