14.20.010 - Definitions.¶
As used in this chapter, the following words and phrases are defined as follows
A. "Domestic use" means use for human consumption, household use, or use in any facility patronized by the public.
B. "Transport water" means the hauling of water for sale in a container, tank, vehicle, mobile unit, or by any other means not regulated pursuant to the Pure Water Law, California Health and Safety Code.
C. "Water vehicle" means any tank, tank truck, tank car, or other container used to supply, deliver, transport or distribute water.

14.20.020 - Permit required.¶
It is unlawful for any person to transport water for domestic use within the county unless a permit has been obtained from the health department in accordance with Chapter 8.50 of this code.

14.20.030 - Equipment standards.¶
Any water vehicle used to transport water for domestic use shall meet the following requirements
A. The container and equipment, if they have previously carried any substance other than safe potable water, shall be adequately cleaned and sanitized.
B. Tanks and containers intended to hold water shall be made of nontoxic material and be so constructed that every portion of the interior can be easily cleaned.
C. Piping, valves, and permanent or flexible connections shall be made of nontoxic material and shall be accessible and easy to disconnect for cleaning purposes.
D. The inlet, outlet, and all other openings to every tank or container shall be so constructed and operated as to prevent the possibility of foreign material likely to contaminate or pollute the water from entering or coming into contact with said water when not in use or at the time of delivery or filling said tank or container.
E. All tanks and containers used to transport water shall have a bottom drain so placed as to enable the entire contents of the tank or container to be completely drained.

14.20.040 - Water quality standards and filling points—Standards adopted.¶
Water transported shall be obtained only from a system approved by the health officer which meets all standards for potable water established in Sections 7002 through 7025, inclusive, of Title 17 of the California Administrative Code, effective on September 1, 1977, which sections are adopted in this chapter by reference.

14.20.050 - Recordkeeping requirements.¶
A. All permittees shall maintain and submit to the health officer, on demand, records concerning the transportation of water;
B. Such records shall include a monthly statement containing the following:
Name and address of persons to who water is delivered during the month;
Total gallons of water delivered during the month;
Record of the results obtained from any analysis or tests of the water performed by any state approved laboratory;
Record of any changes in transportation or distribution equipment during the month.
C. All permittees shall furnish current statements to the health officer indicating the location of the source of all water to be supplied to the permittee for transport.

14.20.060 - Vehicle identification.¶
Each water vehicle shall show plainly on both sides in letters at least three inches, the name and address of the owner or operator and any other information sufficient to permit identification.

14.20.070 - Inspections.¶
The health officer shall have the authority, during reasonable hours, to enter any building, premises, or vehicle associated with a water supply, transportation, or storage facility used by any permittee for the purposes of inspecting such facility to determine compliance with this chapter.
