7-3.01 - Permit required.

No person shall perform any work of construction, excavation or alteration of any street, sidewalk, alley or other rights-of-way or portions thereof without first securing a permit as required in this chapter.

7-3.02 - Application.

Application for a permit shall be filed, in duplicate, with the City Clerk on forms provided and with all information and fees required.

7-3.03 - Processing of application.

The City Clerk shall provide the Public Works Director with a copy of the application and he shall review same. If necessary he may have the City Engineer review and comment on same.

After due consideration, the Public Works Director may issue said permit in accordance with the provisions of these regulations. If he refuses to issue such permit his decision to deny may be appealed to the City Administrator, and thereafter to the City Council.

7-3.04 - Regulations applicable.

The City hereby incorporates by this reference the rules and regulations of the County of Fresno respecting the requirements for issuance of encroachment permits, except as to fees required.

Fees for said permits shall be established by resolution of the City Council.

7-3.05 - Acceptance of work.

No such construction, excavation or alteration of any street, sidewalk, alley or rights-of-way or portions thereof shall be accepted as part of the city's official system unless and until same has been inspected and approved for acceptance by the City Engineer. Said work shall comply with City's specifications for same.
