§ 23-21. "Building inspection division" defined.

Wherever the words "building inspection division" are used in this article, they shall mean the building director of this city.

§ 23-22. Responsible for enforcement of article.

The building inspection division shall be responsible for the enforcement of the provisions of this article.

§ 23-23. Notice of violation required.

The building inspection division shall mail written notice to the person owning or occupying any building who has not complied with the provisions of this article.

§ 23-24. Reports of building inspection division required; contents.

The building inspection division shall render to the city manager a written report, within 30 days after the mailing of the notice required by section 23-19, stating whether or not the provisions of this article have been complied with, listing therein each such notice mailed and the recipient thereof.

§ 23-25. Duty to assign numbers.

It shall be the duty of the building inspection division to assign the building numbers as provided in this article.

§ 23-26. Record of assigned numbers to be kept; records to be public.

The building inspection division shall keep accurate and proper records of all building numbers assigned, and such records shall be available for inspection by any interested person.

§ 23-27. Display of numbers required.

All buildings in the city to which building numbers have been assigned in accordance with this article shall have the numbers displayed upon the building, or upon a separate structure located upon the same premises or upon the same property as the building.

§ 23-28. Duty to display number.

It shall be the duty of the owners and occupants of every building to which a number has been assigned in accordance with this article to display such number as required by section 23-27.

§ 23-29. Numbers to be distinguishable.

The numbers required to be placed on buildings by this article shall be so located as to be clearly distinguishable, during daylight hours, from the street immediately in front of and adjacent to the property.

§ 23-30. Dimensions of numbers.

The numbers required to be placed on buildings by this article shall be at least two and one-half (2-1/2) inches in height.

§ 23-31. Assignment of one hundred numbers per block.

One hundred numbers shall be assigned to each block in the city.

§ 23-32. North, south sections designated.

That section of the city lying north of Grand Avenue shall be designated as north, and that section of the city lying south of Grand Avenue shall be designated as south.

§ 23-33. Point of origin for numbering on north and south streets.

On all streets running in a northerly and southerly direction, the houses shall be numbered beginning at Grand Avenue.

On all streets running in an easterly and westerly direction, the even numbers shall be assigned to the north side and the odd numbers to the south side.

§ 23-35. East, west sections designated.

That section of the city lying east of Broadway shall be designated as east, and that part of the city lying west of Broadway shall be designated as west.

§ 23-36. Point of origin for numbering east and west streets.

On all streets in the city running in an easterly and westerly direction, the houses shall be numbered beginning at Broadway.

§ 23-37. Odd and even numbers on north and south streets.

On all streets running in a northerly and southerly direction, in the city, the odd numbers shall be assigned to the west side and the even numbers to the east side.

§ 23-38. Frontage per number in blocks under four hundred and one feet.

In all blocks in the city under 401 feet in length, there shall be twelve and one-half (12-1/2) feet allotted to each number.

§ 23-39. Frontage per number in blocks over four hundred and one feet.

On all blocks in the city over 401 feet in length, there shall be 25 feet allotted to each number.

§ 23-40. Quarter blocks considered full blocks.

Each quarter block of blocks 191, 201, 210, 211, 212, 213, 214, 217, 218, 219, 220 and 221 shall be numbered as a full block.

The northerly half and southerly half of blocks 222, 223, 226, 228 and 230 shall be numbered as one block.

§ 23-42. Requirements for painting building numbers on curbs.

The building numbers that are painted on curbs shall be clearly distinguishable from the street immediately in front of and adjacent to the property during daylight hours and shall be done in accordance with any requirements established by the department of public works.

§ 23-43. Residential address curb painters.

(a) No person shall engage in the business of painting house numbers on curbs without meeting the following criteria:

(1) Approval and an encroachment permit must be obtained from the street department. No fee will be charged for the permit.

(2) House numbers may only be painted on the face of the curb after verbal permission of the resident is obtained. Advance notice of the price of the service shall be provided to the resident.

(3) Applicant must provide local or supply toll-free telephone contact to the resident along with receipt showing name, address and telephone number of business or organization.

(b) Numbers painted on curbs shall be done in accordance with any requirements established by the department of public works.
