§ 13.04.450. Title.¶
This article shall be known and may be cited as the "Additives to the Public Water Supply Ordinance" of the City.

§ 13.04.460. Definitions.¶
"Additive"
means any chemical or substance that is intentionally added to, or used in, the City's public water supply in the course of treatment or at any other stage of the delivery of water to water users. The term "additive" addresses all added substances and is not limited to fluorides or substances associated with fluoridation treatment.

§ 13.04.470. Formal findings regarding alternatives required.¶
A. Before the City approves any contract, contract amendment, memorandum of understanding, agreement, or approval of any kind whatsoever, to receive water treated with additives for the City's public water supply, or in the event an existing water supplier would cause the City's public water supply to be subjected to any new or elevated additive of any kind in the City's public water supply, whether during water treatment or in any other manner or at any stage of delivery whatsoever, the City Council must consider the feasibility of not allowing the additive or elevated additive in the public water supply.
B. Before the City approves any treatment process or additive of any kind to the City's own groundwater supply, which would cause the City's public water supply to be subjected to any other treatment process of any kind that would artificially create or elevate such additive levels in the City's public water supply, whether during water treatment at the well site or in any other manner or at any stage of delivery whatsoever, the City Council must consider the feasibility of not allowing such additive in the public water supply.

§ 13.04.480. Public hearing before acceptance of additives in public water supply…¶
Before the City Council may make formal findings as required in Section 13.04.470A, the City Council must hold a public hearing and solicit the views of the City's residents on the addition of additives to the City's public water supply.

§ 13.04.490. Review and recommendation regarding city regulation of other water additives.¶
City staff shall also review, as necessary, all additives either currently being used, or potentially to be used, in the treatment of the City's public water supply, and if so recommended by staff, present a report on those additives to the City Council for possible inclusion under this article.
