Chapter 30.32 — ECOLOGICAL RESOURCE/OPEN SPACE/PARKS ZONE

§ 30.32.010. Development Standards. ¶
A. Because use of land within the Ecological Resource/Open Space/Parks Zone is restricted to limited public activities and facilities, all forms of development are required to obtain a conditional use permit. In addition, conditionally permitted uses within Coastal Zone ecological resource areas designated ER/OS/P shall be restricted to essential utilities and utility lines, agricultural and horticultural production uses (limited to aquaculture*), public educational institution uses (limited to nature centers or interpretive facilities), fish hatchery uses (limited to aquaculture*), land reclamation project uses (limited to restoration projects), parks and recreational area uses (limited to public uses) and public recreational facility uses only as specified in Chapter 30.09 (Zoning Use Matrix) of this title.
B. The developmental characteristics of public recreational activities vary greatly depending upon the specific site proposed for such activity; therefore, each activity or facility proposed will be subject to the standards described in the table below and are minimums unless otherwise stated. Other development standards contained in Chapters 30.16 and 30.20 may be applied through the conditional use permit process, as necessary, to insure compatibility of the proposed use with surrounding existing and planned uses.
C. In addition to the development standards provided in this chapter, each specific plan identified in Chapter 30.84, Specific Plans, may have separate development standards for the Ecological Resource/Open Space/Parks Zone in their jurisdictional boundaries. Refer to individual specific plans, as referenced in Chapter 30.84, for development standards in Ecological Resource/Open Space/Parks Zone within adopted specific plans.

Aquaculture operations shall be land-based and shall not require intake or discharge from coastal waters. The operations shall use closed loop circulation systems and must use municipal water and sewer. In addition, operations shall be planned, sited, designed and managed to protect the quality and biological productivity of coastal waters, including the ocean, rivers, streams, wetlands, estuaries, lakes, and groundwater.
D. Access, Circulation and Parking. In all ecological resource/open space/parks zones, the following development standards related to access, circulation, and parking shall apply;
Reciprocal ingress and egress, circulation, and parking arrangements shall be considered to facilitate the ease of pedestrian and bicycle movements between adjacent land uses.

and clearly designated passages, walkways, trails, courtyards, breezeways, and/or bridges.
- The interconnection of pedestrian and bicycle circulation shall include, but not be limited to, the dedication of easements for future connectivity and circulation between adjacent land uses.
