8-5D-1: SIGN PLACEMENT:¶
Whenever any ordinance or resolution of the City designates and describes any street or portion thereof as a through street, or any intersection at which vehicles are required to stop at one or more entrances thereto, or any railroad grade crossing at which vehicles are required to stop, the City Traffic Engineer shall erect and maintain stop signs as follows:
A stop sign shall be erected on each and every street intersecting such through street or portion thereof so designated and at those entrances to other intersections where a stop is required and at any railroad grade crossing so designated; provided, however, stop signs shall not be erected or maintained at any entrance to an intersection when the entrance is controlled by an official traffic- control signal. Every such sign shall conform with, and shall be placed as provided in, the California Vehicle Code. (Ord. 659, 3-13-1967)
8-5D-2: STOP AT THROUGH STREETS OR STOP SIGNS:¶
A. Through Streets: Those streets and parts of streets established by resolution of the Council are hereby declared to be through streets for the purposes of this Article.
B. Intersections: The provisions of this Section shall also apply at one or more entrances to the intersections as the entrances and intersections are established by resolution of the Council.
C. Railroad Grade Crossings: The provisions of this Section shall apply at those highway railway grade crossings as established by resolution of the Council. (Ord. 659, 3-13-1967)
8-5D-3: EMERGING FROM ALLEYS, DRIVEWAYS:¶
The driver of a vehicle emerging from an alley, driveway or building shall stop the vehicle immediately prior to driving onto a sidewalk or into the sidewalk area extending across any alley way or driveway. (Ord. 659, 3-13-1967)
ARTICLE E. PERMIT PARKING
SECTION:
8-5E-1: PURPOSE:¶
This article is adopted pursuant to the city's police powers and California Vehicle Code section 22507, and any successor statute or regulation, to allow permit parking in specified areas within the city's jurisdiction. (Ord. 1369, 11-18-2003)
8-5E-2: DEFINITIONS:¶
Unless the contrary is stated or clearly appears from the context, the following definitions will govern the construction of the words and phrases used in this article:
ADMINISTRATOR: The administrative services director, or designee.
PERMIT STALL: A parking stall reserved for persons possessing a valid parking permit issued pursuant to this article.
SPECIFIED AREA: Locations within the city's jurisdiction designated by city council resolution as parking permit areas. (Ord. 1369, 11-18-2003)
8-5E-3: APPLICATION OF REGULATIONS:¶
The time limitations on standing or parking in this code will not relieve any person from the duty to observe other and more restrictive provisions of the California Vehicle Code or this code prohibiting or limiting the standing or parking of vehicles in specified places or at specified times. 8-5E-4: APPEALS:¶
Every person who is issued a notice of parking violation pursuant to this article may request review of that notice under California Vehicle Code section 40215 et seq. (Ord. 1369, 11-18-2003)
8-5E-5: PARKING PROHIBITED; EXCEPTIONS:¶
A. Time: Except as otherwise provided in this section, it is unlawful for any person to park or leave standing any vehicle on any street or structure in a specified area for more than two (2) hours between twelve o'clock (12:00) midnight and eight o'clock (8:00) A.M. Monday through Friday, inclusive, holidays excepted.
B. Parking Or Standing Vehicles: Except as otherwise provided in this section, it is unlawful for any person to park or leave standing any vehicle on any street or structure in a specified area designated as "permit only" parking.
C. Exceptions: This section does not apply:
To any person parking in a permit stall who possesses a valid parking permit issued pursuant to this article;
To any person holding a valid handicap permit issued pursuant to this code or the California Vehicle Code; or
To any public emergency vehicle. (Ord. 1426, 2-17-2009)
8-5E-6: ADDITIONAL PROHIBITIONS:¶
A. It is unlawful for any person to falsely represent themselves as eligible for a parking permit under this article or to furnish false information in an application for a parking permit.
B. It is unlawful for any person to copy, produce, or otherwise bring into existence a facsimile or counterfeit parking permit.
C. It is unlawful for any person to knowingly use or display a facsimile or counterfeit parking permit, with intent to evade prohibitions or limitations on parking in a specified area. (Ord. 1369, 11-18-2003)
8-5E-7: PARKING PERMITS:¶
A. Persons holding a valid permit issued pursuant to this article may park a vehicle in a permit stall regardless of the time restrictions set forth above.
B. The administrator is authorized to issue parking permits pursuant to this article. (Ord. 1369, 11-18-2003)
8-5E-8: PARKING PERMIT APPLICATION:¶
Every person seeking a parking permit must file an application with the administrator containing the following:
A. The applicant's name, address and phone number;
B. Additional information the administrator may reasonably require;
C. The applicant must sign an application under penalty of perjury. (Ord. 1369, 11-18-2003)
8-5E-9: FEES:¶
A. Applicants for permits issued pursuant to this article must pay to the city a fee in an amount established by city council resolution.
B. Failure to pay the fee in accord with city council resolution, or policies and procedures promulgated by the administrator, results in the automatic termination of a parking permit issued pursuant to this article. (Ord. 1369, 11-18-2003)
8-5E-10: ISSUANCE:¶
A. The administrator must issue a permit if:
- The application was complete in accordance with this article;
- The applicant paid all fees for the parking permit;
- There are no grounds for denying the permit; and
- The applicant accepts the permit in writing.
B. Use of any permit issued pursuant to this article must conform to the general permit conditions of this article. (Ord. 1369, 11-18-2003)
8-5E-11: DURATION:¶
Parking permits are valid for ninety (90) days, six (6) months, or one year. Upon expiration, the applicant may apply for and be granted additional parking permits if the applicant still qualifies under the conditions set forth in this article. (Ord. 1369, 11-18-2003)
8-5E-12: PERMIT DENIAL:¶
A permit must be denied if the administrator finds that:
A. The applicant is not a bona fide city resident or person employed by a business located within the city's jurisdiction;
B. Information submitted by the applicant is materially false;
C. The number of permits issued exceed the number of permit stalls available for use by permittees; or
D. The applicant violated any provision of this article. (Ord. 1369, 11-18-2003)
8-5E-13: PERMIT FORM:¶
Permits issued pursuant to this article must be in a form prescribed by the administrator and will include the date of issuance and expiration date. (Ord. 1369, 11-18-2003)
8-5E-14: DISPLAY:¶
All permits must be placed so that it is clearly visible from the exterior of the vehicle. (Ord. 1369, 11-18-2003)
8-5E-15: TRANSFERABILITY:¶
Permits issued pursuant to this article may not be transferred to persons other than an applicant's bona fide employee. Any transfer of a permit in violation of this article renders the permit void. (Ord. 1369, 11-18-2003)
8-5E-16: NOTICE:¶
Signs giving reasonable notice of the prohibitions contained in this article must be erected within the specified areas as required by the California Vehicle Code. (Ord. 1369, 11-18-2003)
ARTICLE F. CARSHARING PERMITS
SECTION:
8-5F-1: PURPOSE:¶
This article is adopted pursuant to the city's police powers and California Vehicle Code section 22507.1, and any successor statute or regulation, in order to regulate parking of vehicles participating in a carsharing program within the city's jurisdiction. The regulations enacted by this article are intended to protect public health and safety by, among other things, facilitating the public's use of shared vehicles and reducing the impact of greenhouse gases and traffic congestion. 8-5F-2: DEFINITIONS:¶
Unless the contrary is stated or clearly appears from the context, the following definitions govern the construction of the words and phrases used in this article:
CARSHARE BUSINESS: A public or private entity owning at least one hundred fifty (150) motor vehicles operating a carsharing program.
CARSHARE VEHICLE: A vehicle participating in a carsharing program and registered with a carshare business.
CARSHARING PROGRAM: A service operated by a carshare business that rents at least one hundred fifty (150) carshare vehicles that serve the city on an hourly or daily rental rate and that has entered into an agreement with the city authorized by the city council. Vehicles must be allowed to be dropped off and picked up at a minimum of twenty five (25) different locations in the city. The twenty five (25) locations must be on separate parcels of property or be comprised of at least twenty five (25) public parking spaces. (Ord. 1495, 7-1-2014)
8-5F-3: ADMINISTRATION:¶
A. The police chief, or designee, is authorized to issue carsharing parking permits and permits pursuant to this article.
B. The city manager is authorized to promulgate administrative policies and procedures required to implement the regulations set forth in this article. (Ord. 1478, 4-2-2013)
8-5F-4: CARSHARING PARKING PERMITS:¶
A. Carshare vehicles with a valid permit issued pursuant to this article may be parked in all valid parking areas within the city notwithstanding time restrictions for such areas established by this code or other applicable law including, without limitation, section 8-5-6 of this chapter or resolution 4162, adopted May 16, 2000, as amended.
B. Nothing in this section authorizes carshare vehicles to park in areas where standing or parking is prohibited for some or certain times as identified by this code or other applicable law including, without limitation, section 8-5-3 of this chapter or resolution 4162, adopted May 16, 2000, as amended. 8-5F-5: APPLICATION OF REGULATIONS:¶
The permissions for standing or parking carshare vehicles in this article do not relieve any person from the duty to observe other and more restrictive provisions of the California Vehicle Code or this code prohibiting or limiting the standing or parking of vehicles in specified places or at specified times. 8-5F-6: PARKING PERMITS; APPLICATION:¶
Every person desiring a carsharing parking permit must file an application with the police chief, or designee, containing the following:
A. The name, address and phone number of the carshare business;
B. The license number, make and model of designated carshare vehicles;
C. Additional information the police chief, or designee, may reasonably require;
D. The applicant must sign an application under penalty of perjury. (Ord. 1478, 4-2-2013)
8-5F-7: FEES:¶
Unless otherwise provided by city council resolution, applications for carsharing permits may be submitted without charge. (Ord. 1478, 4-2-2013)
8-5F-8: ISSUANCE:¶
A. The police chief will issue a permit if:
- The application was complete in accordance with this article;
- There are no grounds for denying the permit; and
- The applicant accepts the permit in writing.
B. Use of any permit issued pursuant to this article will conform to the general permit conditions of this article. (Ord. 1478, 4-2-2013)
8-5F-9: DURATION:¶
Carsharing parking permits are valid for a period of twelve (12) months, and may be renewed, if the applicant continues to meet the qualifications therefor. (Ord. 1478, 4-2-2013)
8-5F-10: PERMIT DENIAL:¶
A permit must be denied if the police chief finds that:
A. An applicant is not qualified to obtain a permit pursuant to this article; or
B. Information submitted by the applicant is materially false. (Ord. 1478, 4-2-2013)
8-5F-11: PERMIT FORM:¶
Permits issued pursuant to this article will be in a form prescribed by the police chief and should, at the police chief's discretion, include the license plate number of the carshare vehicle to which it relates, and the date of issuance and the day of expiration. (Ord. 1495, 7-1-2014)
8-5F-12: DISPLAY:¶
All permits will be placed at the lower driver's side of the windshield of the carshare vehicle to which it relates so that it is clearly visible from the exterior of the carshare vehicle. (Ord. 1478, 4-2-2013)
8-5F-13: NOTICE:¶
If required by law, signs giving reasonable notice of the provisions of this article will be erected within the city as required by the California Vehicle Code. (Ord. 1478, 4-2-2013)
ARTICLE G. OVERSIZED VEHICLE, RECREATIONAL VEHICLE AND TRAILER PERMIT PARKING
SECTION:
8-5G-1: PURPOSE:¶
This article is adopted pursuant to the city's police powers, California constitution article XI, section 11 and California Vehicle Code sections 22507 and 22507.5, and any successor statute or regulation, to allow permit parking in specified areas within the city's jurisdiction. 8-5G-2: PARKING PROHIBITED; EXCEPTIONS:¶
A. Public Streets And Highways: No person may park or leave standing any trailer, recreational vehicle or oversized vehicle on any public street or highway in the city between the hours of two o'clock (2:00) A.M. through six o'clock (6:00) A.M.
B. Intersections: No person may park or leave standing any trailer, recreational vehicle or oversized vehicle on any public street or highway in the city within twenty five feet (25') of any intersection.
C. Exceptions: The prohibition stated in subsection A of this section does not apply:
To any trailer, recreational vehicle or oversized vehicle for which a valid oversized vehicle parking permit has been issued and is properly displayed, in accordance with this article.
To any vehicle for which a valid oversized vehicle handicap parking permit has been issued and is properly displayed, in accordance with this article.
To any oversized vehicle or trailer for which an encroachment permit has been duly issued by the city.
To any trailers, recreational vehicles or oversized vehicles parked or left standing as a result of a mechanical breakdown so as to allow the performance of emergency repairs on the vehicle for a period not to exceed twenty four (24) hours.
To any commercial vehicles making pick ups or delivery of goods, wares or merchandise, or while providing services to a residence, including, but not limited to, yard maintenance, pool care and maintenance, repair and construction services.
To any tow trucks and similar vehicles that are in the course of providing services.
To any public or utility vehicles and trailers that are in the course of providing services.
To any motor coach or bus that is operated by a common carrier of passengers for hire that is associated with a hotel in the city and is parked adjacent to the hotel.
To any public emergency vehicle.
During any state of emergency declared by the city council to exist within the city of El Segundo. (Ord. 1523, 2-21-2017)
8-5G-3: OVERSIZED VEHICLE RESIDENT REGISTRATION PROGRAM:¶
The purpose of the oversized vehicle resident registration program is to have an index of all oversized vehicles, recreational vehicles and trailers that are owned by residents and parked within the city. The onetime registration is valid for the life of the vehicle and is signified by a sticker that is issued by the police department. Registration alone does not allow an oversized vehicle, recreation vehicle or trailer to park at all times on city public streets or highways. Rather, once such a vehicle has been registered with the city, the owner may apply for oversized vehicle parking permits pursuant to this article. (Ord. 1523, 2-21-2017)
8-5G-4: REGISTRATION OF OVERSIZED VEHICLES, RECREATIONAL VEHICLES OR TRAILERS:¶
A. Each person registering an oversized vehicle, recreational vehicle or trailer with the city must file with the police department a completed application containing the following:
The name, address, and phone number of the registered owner of designated oversized vehicle, recreational vehicle or trailer;
The name, address, and phone number of the applicant for the permit;
Proof of residency, which must be current and must include the following: California driver's license or California identification card and one of the following: property tax bill or public utility bill (telephone bills are not acceptable).
The registration from the California department of motor vehicles for the oversized vehicle, recreational vehicle or trailer that shows the oversized vehicle, recreational vehicle or trailer is registered to a resident of the city of El Segundo;
The license number, make, and model of designated oversized vehicle, recreational vehicle or trailer; and
Any additional information the police department may require.
B. The applicant must sign the application under penalty of perjury.
C. The applicant must pay any applicable fees in an amount set by city council resolution.
D. The police chief or designee must issue an oversized vehicle resident registration sticker to each person who submits a completed application, pays the registration fee set by city council resolution, and otherwise meets the requirements of this article. The registration sticker must be issued within ten (10) working days from the date all requirements have been met.
E. The oversized vehicle resident registration sticker must be displayed on the left side of the rear bumper of the oversized vehicle, recreational vehicle or trailer that has been registered with the city. The sticker must be displayed in a manner so that it is clearly visible from the street. (Ord. 1523, 2-21-2017)
8-5G-5: OVERSIZED VEHICLE PARKING PERMITS:¶
A. The purpose of the oversized vehicle parking permits is to give owners of oversized vehicles, recreational vehicles and trailers the opportunity, for a limited time, to park the oversized vehicle, recreational vehicle or trailer on a public street or highway adjacent to their residence, and to allow an out of town visitor who owns an oversized vehicle, recreational vehicle or trailer to park on a public street or highway adjacent to the residence which the out of town visitor is visiting for a limited time period. For purposes of this article, the phrase "adjacent to the residence" means as close as practicable to the residence, but no more than four hundred feet (400') from the residence.
B. A duly issued oversized vehicle parking permit only allows an otherwise prohibited vehicle to lawfully park on a city street or highway from two o'clock (2:00) A.M. to six o'clock (6:00) A.M. for two (2) consecutive days. The permit does not allow the vehicle or trailer to be parked in an otherwise unlawful manner. (Ord. 1523, 2-21-2017)
8-5G-6: OVERSIZED VEHICLE PARKING PERMITS; ISSUANCE:¶
A. Each person who seeks an oversized vehicle parking permit for an oversized vehicle, recreational vehicle or trailer that is currently registered with the city must:
Have registered their oversized vehicle, recreational vehicle or trailer and permanently affixed the oversized vehicle residential sticker to their vehicle or trailer in conformance with section 8-5G-4 of this article.
File with the police department a completed application form containing the following:
a. The dates for which the permit is requested;
b. The dates and duration of any and all oversized vehicle parking permits issued to the applicant within the immediately preceding ninety (90) day period;
c. Any additional information the police department may require.
- Pay any applicable permit fee set by city council resolution.
B. Each person who seeks an oversized vehicle parking permit for an oversized vehicle, recreational vehicle or trailer that is not currently registered with the city must:
Be a guest of a resident of the city, and not a resident of the city.
File with the police department a completed application form containing the following:
a. The name, address, and phone number of the registered owner of designated oversized vehicle, recreational vehicle or trailer;
b. The name, address, and phone number of the applicant for the permit;
c. The registration from the California department of motor vehicles, or equivalent agency in another state, for the oversized vehicle, recreational vehicle or trailer;
d. The name, address, and phone number of the resident that is being visited;
e. The license plate number, make, and model of designated oversized vehicle, recreational vehicle or trailer;
f. The dates for which the permit is requested;
g. The dates and duration of any and all oversized vehicle parking permits issued to the applicant during the current calendar year;
h. The dates and duration of any and all oversized vehicle parking permits issued to the resident being visited during the current calendar year; and
i. Additional information the police department may require.
Sign the application under penalty of perjury.
Pay any applicable permit fee set by city council resolution.
C. The police chief or designee must issue an oversized vehicle parking permit to each person who submits a completed application, pays the registration fee set by city council resolution, and otherwise meets the requirements of this article. Oversized vehicle parking permit(s) must be issued within two (2) working days from the date all requirements have been met.
D. Oversized vehicle parking permits issued by the police chief or designee must include the license plate number of the designated oversized vehicle, recreational vehicle or trailer, the date of issuance, and the day of its expiration.
E. Permits must be displayed in the vehicle for which it has been issued. The permit must be affixed on the lower driver's side of the windshield or the driver's window so that it is clearly visible from the street and from the exterior of the vehicle. For those vehicles without windows, such as a trailer, permits must be displayed on the side of the trailer so that it is clearly visible from the street, which is usually the left side of the trailer. 8-5G-7: OVERSIZED VEHICLE PARKING PERMITS; DURATION:¶
A. For an oversized vehicle parking permit that is issued for a registered vehicle pursuant to subsection 8-5G-6A of this article, the permit is valid for two (2) consecutive days. An oversized vehicle parking permit will allow an otherwise prohibited vehicle to lawfully park on a city street or highway from two o'clock (2:00) A.M. to six o'clock (6:00) A.M. one day and two o'clock (2:00) A.M. to six o'clock (6:00) A.M. the following day. Upon expiration of the permit, the applicant may apply for and be granted additional oversized vehicle parking permits if the applicant still qualifies under the conditions set forth in this article. An applicant may request no more than two (2) consecutive oversized vehicle parking permits (to allow an otherwise prohibited vehicle to lawfully park on a city street or highway from 2:00 A.M. to 6:00 A.M. for 4 consecutive days) at one time. An applicant may request no more than twelve (12) 2-day oversized vehicle parking permits per quarter. A "quarter" for purposes of this section is January through March, April through June, July through September, and October through December of each calendar year.
B. For an oversized vehicle parking permit that is issued for a vehicle that is not registered pursuant to subsection 8-5G-6B of this article, the permit is valid for two (2) consecutive days. An oversized vehicle parking permit will allow an otherwise prohibited vehicle to lawfully park on a city street or highway from two o'clock (2:00) A.M. to six o'clock (6:00) A.M. one day and two o'clock (2:00) A.M. to six o'clock (6:00) A.M. the following day. Upon expiration of the permit, the applicant may apply for and be granted additional oversized vehicle parking permits if the applicant still qualifies under the conditions set forth in this article. The oversized vehicle parking permit must be associated with the residence being visited. An applicant may request no more than two (2) oversized vehicle parking permits (to allow an otherwise prohibited vehicle to park from 2:00 A.M. to 6:00 A.M. for 4 consecutive days) at one time. An applicant may request no more than twelve (12) 2-day permits per quarter and no more than forty eight (48) of such permits per calendar year. (Ord. 1523, 2-21-2017)
8-5G-8: OVERSIZED VEHICLE HANDICAP PARKING PERMITS:¶
A. Purpose: The purpose of authorizing the issuance of oversized vehicle handicap parking permits is to allow a handicapped person to park a designated oversized vehicle on a street/highway directly in front of (or the side of the property if it is a corner lot) their residence.
B. Requirements: In order to be eligible to receive an oversized vehicle handicap parking permit, both of the following requirements must be met:
The applicant must be entitled to receive a handicapped placard or license plate pursuant to the provisions of the California Vehicle Code;
The oversized vehicle is the only vehicle owned by the resident and is required to meet the daily transportation needs of the resident. (Ord. 1523, 2-21-2017)
8-5G-9: OVERSIZED VEHICLE HANDICAP PARKING PERMITS; ISSUANCE:¶
A. Each person desiring an oversized vehicle handicap parking permit must:
Have registered their oversized vehicle, recreational vehicle or trailer and permanently affixed the oversized vehicle residential sticker to their vehicle in conformance with this article.
File with the police department a completed city application form containing the following:
a. The name, address, and phone number of the registered owner and applicant of designated oversized vehicle;
b. The license number, make, and model of designated oversized vehicle;
c. The year for which the permit is requested;
d. The years of any and all previous oversized vehicle handicap parking permits issued to the applicant;
e. Additional information the police department may require.
- Sign the application under penalty of perjury.
B. The police chief or designee must issue an oversized vehicle handicap parking permit to each person who submits a completed application and otherwise meets the requirements of this article. Oversized vehicle handicap parking permit(s) must be issued within ten (10) working days from the date all requirements have been met.
C. Oversized vehicle handicap parking permits issued by the police chief or designee must include the license plate number of the designated oversized vehicle, the date of issuance and the day of its expiration.
D. Oversized vehicle handicap permits must be issued without any fees.
E. Permits must be displayed in the vehicle for which it has been issued. The permit must be affixed on the lower driver's side of the windshield or the driver's window so that it is clearly visible from the street and from the exterior of the vehicle. (Ord. 1523, 2-21-2017)
8-5G-10: OVERSIZED VEHICLE HANDICAP PARKING PERMITS; DURATION:¶
Oversized vehicle handicap parking permits are valid for a period of one year, so long as the permit holder meets the requirements of this section relating to such permits. Permits may be renewed on an annual basis. (Ord. 1523, 2-21-2017)
8-5G-11: PERMIT DENIAL:¶
A. An oversized vehicle parking permit or an oversized vehicle handicap parking permit must be denied if the police chief or designee finds that:
The applicant or the person the applicant is visiting is not a bona fide city resident;
The out of town visitor is not a guest of the resident;
Information submitted by the applicant is materially false; or
If the application is for an oversized vehicle handicap permit, the applicant is not entitled to receive a handicap placard or license plate under the California Vehicle Code; or the oversized vehicle is not the applicant's only vehicle. (Ord. 1523, 2-21-2017)
8-5G-12: PENALTIES FOR VIOLATIONS; REVIEW REQUEST:¶
A. Unless otherwise specified, any person who violates any provision in this article is guilty of an infraction and will be subject to citation, towing, or both.
B. Every person who displays a fraudulent, forged, altered, or counterfeit oversized vehicle parking permit or permit number with the intent to avoid compliance with this article is guilty of a misdemeanor.
C. Every person who displays a fraudulent, forged, altered, or counterfeit oversized vehicle handicap parking permit or permit number with the intent to avoid compliance with this article is guilty of a misdemeanor.
D. Every person who displays a fraudulent, forged, altered, or counterfeit oversized vehicle resident registration sticker with the intent to avoid compliance with this article is guilty of a misdemeanor.
E. Every person who forges, alters, or counterfeits an oversized vehicle parking permit, an oversized vehicle handicap parking permit, or an oversized vehicle resident registration sticker is guilty of a misdemeanor.
F. Every person who is issued a notice of parking violation pursuant to this article may request review of that notice under California Vehicle Code section 40215 et seq. (Ord. 1523, 2-21-2017)
8-5G-13: APPLICATION OF REGULATIONS:¶
A. The prohibitions in this article apply at all times, or at those times specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or to comply with the directions of a police officer or official traffic control device.
B. The time limitations on standing or parking in this article do not relieve any person from the duty to observe other and more restrictive provisions of the California Vehicle Code or this code prohibiting or limiting the standing or parking of vehicles in specified places or at specified times.
C. Nothing in this article may be construed to permit vehicle habitation on a public street as prohibited by section 7-6-1 of this code. (Ord. 1523, 2-21-2017)
