Sec. 18.28.010. - Starting aircraft.

It is unlawful for any person to start or operate any aircraft or aircraft engine at any County airport:

A. Unless a competent operator is attending the controls of the aircraft or engine or is otherwise controlling it in an authorized manner;

B. In the case of an engine removed for maintenance, unless the engine is housed in an appropriate maintenance test stand in an approved manner;

C. When the aircraft is in a position such that the propeller slipstream or jet blast will damage or interfere with the operation of other aircraft, motor vehicles, mobile equipment, hangars, fuel islands, shops or other buildings, or injury to personnel, passengers or spectators.
