2.08.010 - Election and duties.¶
At the first council meeting after the date that council members are elected and officially qualified, and at the first regular council meeting twelve months thereafter, the council shall meet and shall elect one of its members as its presiding officer, who shall have the title of mayor. The mayor shall have a vote in all of the council's proceedings. The mayor is the official head of the city for all ceremonial purposes and is the official spokesperson for the city. The mayor shall perform such other duties as may be prescribed by ordinance or as may be imposed by the council consistent with the office. The mayor shall serve in such capacity, at the pleasure of the council, until replaced by the election of a new mayor or until losing membership on the council.

2.08.020 - Pro tempore.¶
The council shall elect one of its members as mayor pro tempore immediately following the election of the mayor. The mayor pro tempore shall perform all of the duties and responsibilities of the mayor during the mayor's absence or disability; during such time, the mayor pro tempore shall have all of the privileges of the mayor. The mayor pro tempore shall serve in such capacity at the pleasure of the council, until replaced by the election of a new mayor pro tempore or until losing membership on the council.
Unless provided otherwise, the mayor pro tempore is a nonvoting member of all city entities which include the mayor by virtue of the office.
