Chapter 18.20 — PRELIMINARY SOIL REPORTS

18.20.010 - Chapter purpose.¶
This chapter is enacted pursuant to the requirements of California Health and Safety Code Section 17953 and Section 17957 which permits a city to enact an alternate procedure which is more restrictive than the procedure specified in Sections 17953, 17954 and 17955.

18.20.020 - Required.¶
A preliminary soil report, based upon adequate test borings or excavations shall be prepared by a civil engineer having geotechnical expertise and registered by the state of California in connection with an application for a subdivision requiring either a final map or a parcel map.

18.20.030 - Waiver.¶
The preliminary soil report may be waived if the city building official shall determine that, due to his knowledge as to the soil qualities of the subdivision, no preliminary analysis is necessary.

18.20.040 - Record and filing.¶
When a soil report required by Section 18.20.020 has been prepared, such facts shall be noted on the final map or parcel map together with the date of the report and the name of the engineer making the report, and the preliminary soil report shall be filed with the city building official.

18.20.050 - Investigation of lots.¶
If the preliminary soil report indicates the presence of expansive soils, or other soil conditions which, if not corrected, could lead to structural defects, a soil investigation of each lot in the subdivision shall be prepared by a civil engineer having geotechnical expertise and registered by the state of California. Such soil investigation report shall recommend corrective action which is likely to prevent structural damage to each structure proposed to be constructed on each lot and the report shall be filed with the city building official.

18.20.060 - Approved required—Appeal.¶
The soil investigation report for each lot shall be approved by the city building official if he determines that the recommended action is likely to prevent structural damage to each structure proposed to be constructed on each lot in the subdivision. Each building permit issued shall be conditioned upon the incorporation of the approved recommended corrective action in the construction of each structure. Appeal from such determination shall be to the city council.
