13.24.030 - Requirement.¶
Subdividers or developers may be required to install water facilities with supplemental size, capacity, number or length for property not within the development.

13.24.040 - Contribution by city.¶
If installation of improvements is required by this section, the city may:
A. Enter into an agreement with the subdivider or developer to reimburse the subdivider or developer for that portion of the cost, including interest, not attributed to the development based upon the benefit to the development;
B. Contribute that cost not attributable to the development and levy a charge on the property to be benefited to reimburse itself for such a cost, plus interest.

13.24.050 - Pre-agreement resolution.¶
The city council, prior to entering into an agreement described in this chapter or electing to contribute costs, shall adopt a resolution describing the area of benefit, the method of assessment of benefit, the estimated costs, the interest rate to be charged and the extent of the improvements.

13.24.060 - Special account.¶
Under this chapter, the city shall create a special account for each improvement. The improvement shall consist only of capital costs.
