6.12.010 - License—Required—Enforcement of requirement—Penalty for violations.

A. Every person owning or harboring any dog over four months old, whether such dog is confined or permitted to run at large, shall pay a license fee therefor as provided in this chapter.

B. It is the duty of the poundmaster to demand of every person who owns or harbors a dog within the city the payment of such dog fee and upon the refusal of such person to pay the same, or to produce the tab showing payment of such fee, poundmaster shall at once file a complaint with the justice court. A failure to have the dog tag for the current year, showing the payment of the fee, shall be taken as evidence of the failure to pay such fee.

6.12.020 - License fee.

The license fee on each dog owned or harbored within the city shall be ten dollars ($10.00), five dollars ($5.00) if neutered or spayed, eight dollars ($8.00) if the owner is a senior citizen, or four dollars ($4.00) if the senior citizen's dog is spayed or neutered, which shall be paid, in advance, on or before the first day of July of each year. All applications after the first day of August will require a license fee of ten dollars ($10.00). The license fee may be modified from time to time by the city council by resolution.

6.12.030 - License—Issuance.

Dog licenses shall be issued in the same manner that licenses are issued for doing business for which a license fee is required, and the money collected for such licenses shall be paid into the treasury of the city. The licenses shall be numbered by the city clerk, and an account kept as in the case of other licenses.

6.12.040 - License tags—Records to be kept.

Metallic plates or tags shall be provided for sale pursuant to Section 6.08.020, having thereon the number of the licenses and figures indicating the year for which the dog license fee has been paid, and shall be registered at city hall with the name of the owner or possessor, and a description of the dog, for which the license is issued, and the number of the license, and shall deliver such tag, having thereon the number of the license, to every person paying for such dog license.

6.12.050 - License—Issuance of duplicates.

Whenever a dog license tag, issued for the then current year has been stolen or lost, the owner or possessor of the dog for which the same has been issued may on the payment of two dollars ($2.00) receive from the city clerk a duplicate tag for the remaining portion of the then current year.

6.12.060 - Use of dog collars required.

Every registered dog shall be provided by the owner or possessor of such dog with a collar of a reasonable width and having attached to such collar a metallic plate or tag, having such inscriptions thereon as are specified in this chapter.

6.12.070 - Vaccination of dogs required.

A. Each person owning a dog over the age of four months shall have such dog vaccinated biannually with rabies vaccine by a licensed veterinarian or as prescribed by the Siskiyou County health department.

B. No dog shall be required to be vaccinated against rabies while such dog is afflicted with an illness which, in the opinion of the veterinarian, may be aggravated by the administration of such rabies vaccine. Such an ill dog shall be strictly confined to the premises of, or kept under physical restraint by, the owner thereof for the duration of the illness. Immediately following the termination of the illness the dog shall be vaccinated in accordance with this section.

C. The dog vaccination tag issued by the veterinarian to the owner of the dog shall be securely attached to a collar which shall be permanently worn by the dog for which such tag was issued. The dog owner shall retain the vaccination certificate issued by the veterinarian as a permanent record for the length of time that the vaccination is in force.

D. A valid rabies vaccination certificate, with a minimum one-year validity remaining, shall be presented to the license clerk upon application for an annual dog license. A valid rabies vaccination certificate shall be a requisite for the issuance of a dog license for each individual dog.

6.12.080 - Dogs under four months to be confined to the premises.

All dogs under the age of four months shall be strictly confined to the premises of or kept under physical restraint by the owner thereof. Nothing in this section shall prevent the sale or transportation of puppies four months old or younger.

6.12.090 - Dogs prohibited in parks, playgrounds, etc.—Exception.

No person shall bring into or permit any dog under his control or in his possession to enter any park, playground or public recreational ground owned by the city; provided, that dogs may be brought into such premises in vehicles if they are thereafter continuously kept in such vehicle while on such places.

6.12.100 - Maximum number of dogs.

No person, dwelling or other structure shall keep or maintain more than three dogs, which are over the age of four months. Notwithstanding the preceding sentence, all currently licensed dogs at the time of adoption of this section shall continue to be permitted, provided that said dog(s) are continually licensed.
