5.48.010 - Permit required.

No person shall do any sandblasting on the outside of any building within the city of Duarte without first applying for and receiving a permit for each separate job from the director of finance of his deputy, which permit shall be issued subject to and under the conditions and regulations imposed by Sections 5.48.020 to 5.48.040.

5.48.020 - Permit fee.

The permit fee shall be established by resolution of the city council, payable in advance.

5.48.030 - Application—Insurance requirement.

Application for a permit shall be made to the director of finance, and when approved by the building department, shall be issued by the director of finance. Each application shall state the location of the job, the building, or portion thereof to be sandblasted, the length of time it is estimated to take, the number of men to be employed and the type of equipment which will be used. No dry sandblasting will be permitted except by special permission of the building inspector, granted only in those situations where wet sandblasting cannot be used due to peculiar circumstances. The sandblasting operation shall at all times be protected and separated from any adjoining property by canvas or other suitable barrier sufficient to prevent splashing or blowing of water or sand, or both. Each applicant for a permit shall satisfy the building inspector that he is insured for property damage and public liability claimed to be caused by his workmen, equipment or operations.

5.48.040 - Permitted hours.

No sandblasting shall be permitted before seven a.m., or after seven p.m., of any day or on a Sunday or legal holiday, except by special permission to be granted by the director of finance only under such special circumstances as to make earlier or later hours or Sunday or holiday work necessary or desirable because of public convenience or necessity.

5.48.050 - Cause for revocation.

Noncompliance with any provision of this chapter shall be cause for immediate revocation of any permit and immediate stopping of sandblasting on any job.
