Downey Municipal Code Part 10 Community Development Commission

The Community Development Commission hereby is created, and the members of the Commission shall be the Council of the City. The officers and staff of the City may be assigned to perform services for the Commission as determined by the Commission and the City Manager.

The nature, power, authority, functions, and jurisdiction of the Community Development Commission shall include:

(a) All of the nature, power, authority, functions, and jurisdiction of housing and Federal surplus property authorities, and redevelopment agencies, and granted under the Marks-Foran Residential Rehabilitation Act (Sections 37910 et seq. of the Health and Safety Code of the State) to charter cities;

(b) Concurrent jurisdiction with the City to exercise powers in community development and in the participation in Federal or State supported programs of housing rehabilitation and redevelopment; and

(c) Such additional powers, authority, and functions as may be duly delegated to the Commission by the Council by resolution to the extent that such are not inconsistent with law or with this Chapter.

The Community Development Commission shall administer all community development programs and projects transferred to it by the Council. Upon the approval of such program transfers by any governmental agencies as are required by law and the acceptance of such programs by the Commission, the Commission shall have the sole and exclusive jurisdiction of the program/project transferred.
