Sec. 9.28.510. - Use of weapons permitted in certain cases.

This division, except as otherwise provided in this division, does not prohibit the discharge of any rifle, shotgun, pistol, revolver or firearm of any kind, or the shooting of any arrow or other missile, when necessary so to do to protect life or property, or to destroy or kill any predatory or dangerous animal.

Sec. 9.28.520. - Exceptions to division applicability.

(a) Peace officers. This division does not apply to any peace officer acting in his official line of duty.

(b) Rifle or target ranges. The provisions of this division shall not be deemed or construed to prohibit, within any district or area created under the provisions of this division, the establishment or maintenance of any pistol, rifle or target range, nor to prohibit the discharge at any target thereon, by any person using such range, of any bow and arrow, rifle, shotgun, pistol, revolver or firearms in or on such range, if such range is so installed, constructed, safeguarded, equipped and used as to adequately prevent any arrow, bullet, shot or missile from being projected beyond the confines of such range.

Sec. 9.28.530. - Discharging firearms; restrictions generally.

A person shall not shoot, fire or discharge, and a person shall not cause or permit to be shot, fired or discharged, any rifle, shotgun, pistol, revolver or firearm anywhere in the city, except as permitted in sections 9.28.510 and 9.28.520.

Sec. 9.28.540. - Shooting arrows; similar projectiles.

(a) It shall be unlawful for any person to shoot any arrow or similar projectile, or cause or permit the shooting of any arrow or similar projectile, by any device or instrumentality, within the city. The provisions of this section shall not apply to arrows or similar projectiles which are shot from and remain on or over the property of the person shooting such arrow or similar projectile, provided such arrow or similar projectile is not shot within 150 yards of any structure, public highway, trail, private roadway or easement used for travel purposes.

(b) For purposes of this section, the term "the property of the person" shall mean any person having a possessory interest in the property where the arrow or similar projectile is shot or any person having the written consent of the person having such possessory interest. Such written consent shall be in the possession of the person who has acquired such consent and shall be displayed, upon demand, to any peace officer.

(c) The provisions of this section shall not apply to a licensed archery range or similar facility under the management or control of a duly licensed educational institution.

Sec. 9.28.550. - Broadhead arrows.

(a) Furnishing to minors under 13 unlawful. A person shall not sell, give away or in any way furnish, to any minor who is, in fact, under the age of 13 years, any broadhead arrow.

(b) Furnishing to minor under 15 restricted. A person shall not sell, give away, or in any way furnish to any minor 13 years of age or over, but who is in fact under 15 years of age, any broadhead arrow, unless such person first obtains the written consent thereto of such minor's parents or legal guardian.

(c) Use by minors under 13. A minor under the age of 13 years shall not shoot or otherwise use any broadhead arrow. The exceptions in this division shall not apply to this subsection.

(d) Dealers to post regulations. Every person who sells or otherwise deals in broadhead arrows shall post conspicuously and keep so posted at all times at his place of business a true copy of section 9.28.540 and this section.

Sec. 9.28.560. - Penalty for violation of division.

Every person violating any provision of this division is guilty of a misdemeanor, punishable as provided in section 1.04.010.
