Sec. 6.08.210. - Required generally.¶
(a) Every person owning or having custody or control of any dog over the age of four months in the city not covered by the provisions of sections 6.08.250 and 6.08.260 shall, within 45 days, obtain an annual license from the director for each of such dogs and at the same time obtain a dog license tag, and for such licenses shall pay such amounts as established by the council from time to time.
(b) A person owning a dog having met the requirements of section 6.08.270 shall obtain a dog license tag and in addition thereto an annual license in such amounts as established by the council from time to time.

Sec. 6.08.220. - Senior citizen; defined; reduced rates.¶
Persons over 60 years of age, presenting proof of age and upon showing a certificate from a licensed veterinarian that the dog has been spayed or neutered, shall be charged one-half of the regular fee for an altered dog license as provided in sections 6.08.210 and 6.08.270.

Sec. 6.08.230. - Kennel dogs; individual license required in certain cases.¶
An individual dog license shall be obtained for each dog in addition to a kennel license when such dog is not kept exclusively on the premises. No individual license shall be required for any dog in transit, or when attending a dog show in the care of a kennel representative.

Sec. 6.08.240. - Dog breeding; license required; fees.¶
Any person, except for a person possessing a valid kennel license, who for pay or other compensation causes the breeding of a female dog, shall obtain an animal breeding permit in the amount of $100.00. Each permit shall authorize the whelping of no more than one litter per female dog in any 12-month period and no more than one litter per domestic household in any 12-month period.

Sec. 6.08.250. - Dogs discharged from military service.¶
Each license and each dog license tag provided for in this chapter for a dog which has been honorably discharged from the armed forces of the United States shall be of indefinite duration, so long as the same individual owns or harbors the same dog. No fee shall be charged for such license over and above the fee as established from time to time required for the dog license tag.

Sec. 6.08.260. - Guide, signal and service dogs.¶
(a) The following words, terms and phrases, when used in this section shall have the meanings ascribed to them in this subsection, except where the context clearly indicates a different meaning:
Guide dog means any guide dog or Seeing Eye dog which was trained by a person licensed under Business and Professions Code § 7200 et seq. or which meets the definitional criteria under federal regulations adopted to implement Title III of the Americans with Disabilities Act of 1990 (Public Law 101-336), or trained by a school recognized in another state to train guide or Seeing Eye dogs.
Signal dog means any dog trained to alert a deaf person, or a person whose hearing is impaired, to intruders or sounds.
Service dog means any dog individually trained to do work or perform tasks to meet the requirements of a physically disabled person, including, but not limited to, minimal protection work, rescue work, pulling a wheelchair, or fetching dropped items.
(b) Every person owning or having custody or control of a dog of either sex over the age of four months which comes within the definition of guide, signal or service dog who submits proof to the director that such dog has been successfully trained as a guide, signal or service dog shall procure a dog license tag and a license, which dog license tag and license shall be good while such dog is owned or harbored by the same person. No fee shall be charged for such license over and above the fee, as established from time to time, required for the dog license tag.

Sec. 6.08.270. - Spayed or neutered dogs.¶
Pursuant to Food and Agricultural Code § 30804.5, any dog license tag issued pursuant to section 6.08.210 shall be issued for one-half or less of the fee required if a certificate is presented from a licensed veterinarian that the dog has been spayed or neutered.

Sec. 6.08.280. - Fees payable annually; delinquency charge.¶
(a) The license fees provided for in this chapter shall be paid annually in advance to the director. The full amount of each such fee is payable for any fraction of a year.
(b) An administrative charge in such amount as established from time to time shall be assessed when the license fees provided for in this chapter are not paid within 30 days after the expiration date.

Sec. 6.08.290. - Recordkeeping and procurement of tags and receipts.¶
The director shall procure the number of license receipts and dog license tags needed each year, and shall keep a register wherein shall be entered the name and address of each person to whom any dog license tag is issued, the number of such tag, the date of issuance thereof and a description of the dog for which issued.

Sec. 6.08.300. - Vaccination prerequisite to licensing; exception.¶
(a) The director shall not issue a dog license unless the applicant exhibits a certificate signed by a veterinarian, licensed either by the state or by any other state to practice veterinary medicine, that:
(1) The period elapsing from the date of vaccination with approved rabies vaccine to the date of expiration of the license being issued does not exceed the time as established by the state; or
(2) Such dog should not be vaccinated with rabies vaccine because such vaccination would jeopardize the health of such dog due to infirmity or other disability, which infirmity or other disability, and the estimated date of termination thereof, is shown on the face of the certificate to the satisfaction of the director.
(b) A person who obtains a license without submitting a certificate of vaccination because of the infirmity or disability of the dog shall, within ten days after the termination of such infirmity or disability, cause such dog to be vaccinated as required by division 5 of this chapter.

Sec. 6.08.310. - Unvaccinated dogs.¶
The director may accept the payment of the fee for a license tag and a license for a dog who has not been vaccinated as required by this title on condition that the owner of such dog, within five days thereafter, have such dog vaccinated and submit the required veterinarian's certificate to the director. Upon receipt of such certificate, the director shall issue the license tag and license.

Sec. 6.08.320. - Issuance of license tags; fee.¶
Pursuant to Food and Agricultural Code § 30801 et seq., the director shall issue serially numbered metallic dog license tags stamped with the name of the county and shall collect for each such tag a sum as established from time to time.

Sec. 6.08.330. - Form of license.¶
A license for an individual dog shall be in the form of a receipt for the fee, in such amount as established from time to time, paid for the dog license tag and the additional amount, if any, paid for the license.

Sec. 6.08.340. - Information to be shown on license receipt.¶
When the director issues a dog license, he shall show on the receipt the age of the dog, the date of last vaccination and, if the license was issued without proof of vaccination, the reason therefor.

Sec. 6.08.350. - Transfer; fee.¶
If, during a license period, a dog is sold or title to the dog is otherwise transferred to a new owner, such new owner may apply to the director for a transfer of such dog's tag and license and pay a transfer fee in such amount as established from time to time. Upon receipt of such application and fee, the director shall issue a certificate of transfer of such tag, and the names and addresses of the former and new owners.

Sec. 6.08.360. - Issuance by veterinarians in the county; conditions.¶
The director may authorize the issuance of dog licenses, as required by section 6.08.320, by persons practicing veterinary medicine in the county. Such persons shall transmit records and negotiable papers to the city's agent at intervals as established by the director, and collect and transmit to the director the fee required by this chapter for the issuance of such licenses.

Sec. 6.08.370. - Person deemed custodian subject to division.¶
Any person keeping or harboring any dog for 45 consecutive days shall be deemed to be the custodian thereof and subject to licensing provisions within the meaning of this title.

Sec. 6.08.380. - Replacement of lost tags.¶
In case any license tag for an individual dog is lost or destroyed, a duplicate thereof may be procured from the director upon the submission to the director of such proof as he may require and upon the payment therefor of the sum as established from time to time.

Sec. 6.08.390. - Tag to be worn by dog.¶
A license tag for an individual dog shall be securely affixed to a collar, harness or other device which shall at all times be worn by such dog, except while such dog remains indoors or in any enclosed yard or pen.

Sec. 6.08.400. - Keeping of unlicensed dogs; exception.¶
A person, other than an approved research institution, shall not have, harbor or keep, or cause or permit to be harbored or kept, any unlicensed dog in the city.

Sec. 6.08.410. - Counterfeit or imitation tags.¶
A person shall not attach to or keep upon any dog, or cause or permit to be attached to or kept upon any dog, any tag provided for in section 6.08.320 except a tag issued for such dog under the provisions of this chapter, or attach or keep upon or cause or permit to be attached to or kept upon any dog, or make or cause or permit to be made or have in possession, any counterfeit or imitation of any tag provided for in this chapter.

Sec. 6.08.420. - Removing tag from collar prohibited; exception.¶
An unauthorized person shall not remove from any dog any collar or harness or other device to which is attached a license tag for the current year, or remove such tag therefrom.

Sec. 6.08.430. - Exemptions from division requirements.¶
The provisions of this division do not require either a tag or a license for:
(1) Any dog found within the city when the owner thereof resides in any other municipality within the county, and such dog is wearing or has attached to it a license tag for the current year issued by such municipality;
(2) Any dog owned by or in the charge of any person who is a nonresident of the city and is traveling through the city or temporarily sojourning therein for a period of not exceeding 30 days;
(3) Any dog brought into the city and kept therein for not to exceed 30 days for the exclusive purpose of entering the same in any bench show, or dog exhibition, or field trials or competition;
(4) Any dog brought or sent into the city from any point outside thereof for the exclusive purpose of receiving veterinary care in any dog hospital, if such dog is kept at all times strictly confined within such hospital; and
(5) Any dog wearing or having attached to it a license tag for the current year issued by another municipality within the county when the owner thereof has, within one year last past, moved his principal place of residence from such municipality to this city, provided that such municipality similarly exempts from tag and license requirements dogs wearing current county or municipal license tags and owned by persons who have moved from the unincorporated territory of the county or another municipality of the county to such municipality.
