§ 8.36.010. Definition.¶
For the purpose of this chapter, “aircraft” means any airplane, helicopter, ultralight, or other contrivance now known or hereafter invented, used or designed for navigation or for flight in the air, except a parachute or other contrivance used primarily as safety equipment.

§ 8.36.020. Landing of aircraft.¶
A. No person shall land any aircraft within the City except upon an airport, aircraft landing field, heliport, helistop, or other area approved by the City Council, or except in case of emergency or rescue missions, military purposes, governmental services, by City permit or use of aircraft by a regulated public utility for purpose of operating and maintaining utility corridors within the City.
B. Aircraft may be landed within the City for construction purposes provided the owner or operator of the aircraft has, prior to such use, obtained a permit from the Building Inspector and provided the City with evidence of satisfactory insurance coverage.
