§ 12.08.010. Approach aprons and depressed curbs for driveways—Standards.¶
All applications for approach aprons and depressed curbs for driveways shall require concrete aprons throughout all City streets and all work shall be performed in accordance with specifications and standards as required by the County Road Department as promulgated and in force at the time of any such application.

§ 12.08.020. Street renaming.¶
Petition for Initiation of Street Name Change. Any person may initiate a street name change for any reason consistent with law, by complying with the provisions of this chapter.
A. Initiation of Petition. A proposed street renaming may be initiated by filing with the Planning Commission, via City’s Community Development Department, an application in the form prescribed by the City Manager or designee and signed by the owners of at least 60 percent of the lineal frontage abutting the street to be affected.
B. Application Fee. The application shall be accompanied by a fee in an amount established by resolution of the City Council, in order to defray the costs of publishing, posting and processing, as hereinafter prescribed. The City Manager or designee shall examine the application and determine the sufficiency of same.
C. Adoption of Resolution of Intention. Upon determination of the sufficiency of the petition by the Community Development Director or designee, the Planning Commission shall adopt a resolution of intention for a street renaming and set a date for a public hearing not less than 30 days from the date of adoption of the resolution.
D. Application. The City Manager or designee shall provide for at least one publication of the resolution of intention in a newspaper of general circulation within the City at least 15 days prior to the hearing date.
E. Posting. The City Manager or designee shall provide for posting copies of the resolution of intention in at least three public places along the street proposed to be affected. The posting shall be completed at least ten days prior to the hearing date.
F. Planning Commission Hearing. At the time set for a hearing, or at any time to which the hearing may be continued, the Planning Commission shall hear and consider proposals to adjust, alter or change the name(s) of the street(s) mentioned in the resolution, and objections to the proposals.
G. Planning Commission Recommendation. At or after the conclusion of the hearing, the Planning Commission may make any recommendation to the City Council which the Planning Commission deems appropriate. In its deliberations the Planning Commission shall consider applicable Federal, State laws, any local regulations and ordinances, and City’s General Plan, Zoning Regulations and any applicable specific plans in effect.
H. City Council Action. The City Council may, pursuant to California Government Code Section 34091.1, take such action as it deems appropriate upon the recommendation of the Planning Commission, and failure to take action within 60 days after submission of the Planning Commission’s recommendation shall be deemed denial of the application.
I. Installation Costs. If the City Council deems appropriate and approves a proposed street renaming petition, the applicant shall bear the cost of fabrication and installation of all affected street signs.
J. Planning Commission Recommendation Without Petition and Hearing. Notwithstanding any other parts of this Code, the Planning Commission may, for any reason it deems in the public interest and necessity, recommend to the City Council that a street name be changed. The recommendation shall be in the form of a resolution of the Planning Commission directed to the City Council. Thereafter the City Council shall take such action as it deems appropriate.
K. Guidelines. The City Council may by resolution establish guidelines for implementing and administering provisions of the street renaming section.
