19.04.010 - Purpose.¶
The purpose of this title is to meet the requirements of Sections 21000 through 21151 of the California Public Resources Code, also known as "The Environmental Quality Act of 1970." Section 21151 of the Act provides that the local legislative body of a city or county who have adopted a conservation element in a general plan shall make a finding on any proposed projects which may have a significant effect on the environment.

19.04.020 - Enforcement.¶
The city manager is designated the environmental impact administration officer. It shall be his responsibility to enforce the provisions of this chapter to ensure that every proposed project or activity which may have a significant impact on the local environment is reviewed by the city council and a finding made that such project or activity is in accord with the officially adopted conservation element of the city.

19.04.030 - Delegation of authority—Determination of necessity for environmental impact statement.¶
The city manager may delegate authority to designated staff members as appropriate, to fulfill the provisions of this title:
A. At the time an application is proposed a determination shall be made as to the need for submission of an environmental impact statement. If it is determined that an impact statement is necessary, the statement shall accompany the permit application at the time it is submitted for filing. The statement shall be reviewed by staff for completeness before being accepted for filing. Impact statements shall be prepared by the applicant in the manner set forth herein;
B. Each project or activity requiring an environmental impact statement shall be subject to review and recommendation by city staff and prior to the review and decision by the city council;
C. Environmental impact statements and materials shall become a part of the official records filed with the city.
