12.08.010 - Definitions.¶
Whenever in the standard specifications designated in Section 12.08.070, the following terms are used, they shall be understood to mean and refer to the following:
A. "Department of Public Works" or "Division of Highways" means "Director of Public Works";
B. "Engineer" means "city engineer";
C. "Laboratory" means designated laboratory authorized by the city to test materials and work used and performed under this chapter;
D. "State" means "City of Delano";
E. Other terms appearing in the Standard Specifications shall have intent and meaning specified in Section 1, Definition of Terms of the Standard Specifications.

12.08.020 - Application of chapter.¶
The specifications contained in this chapter shall apply to all new street construction as distinguished from repair and maintenance, and compliance with the specifications shall be a further condition to the permit provided for in Sections 12.12.010 through 12.12.030 for any such construction work. It shall apply to all improvements in street work required for acceptance of a subdivision map required under Ordinance 181. [2]

12.08.030 - Classes of streets.¶
The street system is divided into two classes as follows:
A. Arterial or Commercial: Those streets which provide for interchange of traffic between various sections of the city and those streets which are located in business, commercial or manufacturing areas of the city that may be subject to a large volume of passenger vehicle and truck traffic;
B. Residential streets: Those streets located in residential areas and those streets which lead to the arterial streets.

12.08.040 - Determination of class of street.¶
The council by order or resolutions shall determine on the above basis which streets are in which class, and shall make the same determination when deciding on street improvements to be required of a subdivider under the Subdivision Map Act.

12.08.050 - Construction specifications—Generally.¶
All street construction shall be plant-mixed surfacing placed up on an adequate base. The base shall be of such quality and thickness as may be required to support the vehicles to which it may be subjected.

12.08.060 - Detailed specifications for surfacing.¶
Plant mixed surfacing shall consist of a mixture of mineral aggregate and bituminous binder, mixed at a central mixing plant, and spread and compacted on a prepared subgrade or on base in conformity with the lines, grades and dimensions shown on the plans and approved by the city engineer. The thickness of plant mixed surfacing shall be three inches on the arterial streets and two inches on the residential streets.

12.08.070 - Standard specifications for labor.¶
All work done under this chapter shall conform to the standard specifications as published by the State of California, Department of Public Works, Division of Highways, Standard Specifications, August 1954, copies of which are on file with the city clerk and can be inspected by the public. Construction shall be performed in accordance with applicable portions of the Standard Specifications in all respects to:
A. Earth work, (Section 13);
B. Subgrade preparation, (Section 15);
C. Untreated base, (Section 16), or cement treated base, (Section 17); and
D. Plant mixed surfacing, (Section 20).

12.08.080 - Base specifications.¶
To determine the quality and thickness of the base, an analysis of the native soil within the proposed street area shall be made by a qualified laboratory authorized by the city to determine its load bearing quality. This load bearing shall be reported as the resistance (or R) value of the soil. The test shall be performed and reported in accordance with Section 6 of said Standard Specifications.

12.08.090 - Base specifications—Use.¶
When the R value of the native soil is found to be less than 78, the thickness of the base shall be as shown in Table 1, hereinafter adopted for either arterial or residential streets for the varying R values or a combination of base and sub-base materials of such quality shall be used so that the requirements of Table 1 shall be met. The material to be used for base shall be of such quality that the minimum of 78 R value requirement will be met, or if by the addition of Portland cement to the native soil the R value will be raised to 78 or higher, the cement treatment of Class C cement treated base specified in Section 17 of the Standard Specifications may be used to produce base material.
