Each copy of the map shall be accompanied by evidence of title and non-use or lack of necessity of streets or easement which are to be vacated or abandoned. Any streets or easements to be left in effect after the reversion shall be adequately delineated on the map.
B. Action on Map. The planning commission shall determine whether it is in the best interests of the area to approve such action, and within 30 days after filing shall approve or disapprove the action and forward its recommendations to the city council along with evidence of title and non-use of streets and easements.
C. Action by the City Council. At its first regular meeting following receipt of the recommendation of the planning commission, the council shall set a public hearing and give notice as required by law. After said public hearing, the council shall consider such request for reversion of subdivided land to acreage and if said council deems it to be in the best interest of the area, it may approve such request.
