§ 22.04.010. Decrease of prima facie speed limits.¶
It is hereby determined upon the basis of an engineering and traffic survey and investigation that the speed permitted by state law outside of business and residence districts as applicable upon the following streets is greater than is reasonable or safe under the conditions found to exist upon such streets, and it is hereby declared that the prima facie speed limit shall be as herein set forth on those streets or parts of streets herein designated when signs are erected giving notice thereof:
(a) Twenty miles per hour.

§ 22.04.020. Driving through, etc., railroad crossing gates, etc., prohibited.¶
No person shall drive any vehicle through, around, or under any crossing gate or barrier at a railroad grade crossing while such gate or barrier is closed or is being opened or closed.

§ 22.04.030. Driving through funeral processions.¶
No driver of a vehicle shall drive between vehicles comprising a funeral procession while they are in motion and when the vehicles in such processions are conspicuously so designated.

§ 22.04.040. Driving within sidewalk area.¶
The driver of a vehicle shall not drive within any sidewalk area or any parkway, except at a permanent or temporary driveway.

§ 22.04.050. Driving over new pavement or paint.¶
No person shall ride or drive any bicycle, animal or any vehicle over or across any newly made pavement or freshly painted marking in any street when a barrier or sign is in place warning persons not to drive over or across such pavement or marking, or when a sign is in place stating that the street or any portion thereof is closed.

§ 22.04.060. Entering or leaving limited access roadway.¶
No person shall drive a vehicle onto or from any limited access roadway, except at such entrances and exits as are established by public authority.

§ 22.04.070. Driving over fire hose.¶
No vehicle shall be driven over any unprotected hose of the fire department when laid down on any street or private driveway without the consent of the officer of the fire department directing traffic at the scene of the fire or protecting the personnel and equipment of the fire department.

§ 22.04.080. Certain vehicles prohibited within central traffic district—Exception.¶
(a) No person shall operate any of the following vehicles in the central traffic district between the hours of 7:00 a.m. and 6:00 p.m. of any day:
(1) Any freight vehicle more than eight and one-half feet in width, with load, or any freight vehicle so loaded that any part of its load extends more than twenty feet to the front or rear of the vehicle;
(2) Any vehicle carrying building material that has not been loaded, or is not to be unloaded, at some point within the central traffic district.
(b) The chief of police may by written permit authorize the operation of any such vehicle for the purpose of making necessary emergency deliveries to or from points within the central traffic district.

§ 22.04.090. Advertising vehicles.¶
(a) No person shall drive, operate, propel or park any advertising vehicle upon any public street or way at any time.
(b) The definition of an advertising vehicle set forth in this chapter shall not include vehicles used only in a parade conducted pursuant to a permit issued by the chief of police.
(c) The placing of business signs, notices or emblems upon ordinary business or carrier vehicles shall not bring such vehicles within the definition of an advertising vehicle, so long as such vehicles are engaged in the usual business or regular work of the owner and are not used merely or mainly for advertising or for attracting the attention of the public.
(d) The definition of an advertising vehicle shall not include religious, charitable, educational, political or other noncommercial advertising vehicles.

§ 22.04.100. Horse-drawn vehicles.¶
No person shall ride or drive any animal or animal-drawn vehicle into or within the city between the hours of sunset and sunrise of any day.

§ 22.04.110. Truck routes—Regulations as to use.¶
(a) Whenever any ordinance of this city designates and describes any street or portion thereof as a street the use of which is permitted by any vehicle exceeding a maximum gross weight limit of ten thousand pounds, the city traffic engineer is authorized to designate such street or streets by appropriate signs as "truck traffic routes" for the movement of vehicles exceeding a maximum gross weight limit of ten thousand pounds.
(b) When any such truck traffic route is established and designated by appropriate signs, the operator of any vehicle exceeding a maximum gross weight limit of ten thousand pounds shall drive on such route and none other; except, that nothing in this section shall prohibit the operator of any vehicle exceeding a maximum gross weight of ten thousand coming from a truck traffic route having ingress and egress by direct route to and from restricted streets when necessary for the purpose of making pickups or deliveries of goods, wares and merchandise from or to any building or structure located on such restricted streets or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure upon such restricted streets for which a building permit has previously been obtained therefor.
(c) The provisions of this section shall not apply to:
(1) Passenger buses under the jurisdiction of the public utilities commission;
(2) Any vehicle owned by a public utility while necessarily in use in the construction, installation or repair of any public utility.

§ 22.04.120. Truck routes—Designated.¶
In accordance with Section 22.04.110 and when signs are erected giving notice thereof, the following streets or portions of streets are hereby declared to be truck traffic routes for the movement of vehicles exceeding a maximum gross limit of ten thousand pounds:

§ 22.04.130. Commercial vehicles prohibited on certain streets—Signs required.¶
(a) Whenever any ordinance of this city designates and describes any street or portion thereof as a street the use of which is prohibited by any commercial vehicle, the city traffic engineer shall erect and maintain appropriate signs on those streets affected by such ordinance.
(b) The provisions of this section shall not apply to passenger buses under the jurisdiction of the Public Utilities Commission.

§ 22.04.140. Commercial vehicles prohibited on certain streets—Streets designated.¶
In accordance with Section 22.04.130, the following streets and parts of streets are hereby declared to be streets the use of which is prohibited by any commercial vehicle: None.
