§ 15B-1. Definition of "parade."

For the purpose of chapter 15B, "parade" is defined to include any parade, march, ceremony, show, exhibition, pageant or procession of any kind consisting of 25 or more persons or animals or a combination thereof on foot in or upon any public street, sidewalk, alley or other public place.

§ 15B-2. Permit required.

It shall be unlawful for any person, firm, association, or corporation to hold, conduct, form, participate in, or carry on any parade within the City of Cypress without first having applied for and obtained a permit under section 15B-4 of this chapter.

§ 15B-3. Application for permit.

Upon filing for an application for a permit, the following information shall be provided:

(a) Name(s), address(es), telephone number(s) and date of birth of applicant(s).

(b) Name and purpose of parade.

(c) Estimate number of persons and/or animals that will participate in the parade.

(d) Date and time activity will commence and conclude.

(e) Specific place of origin or parade and route to be followed, including the location of any planned stopping point and the final concluding location.

(f) Name(s), address(es), and telephone number(s) of parade sponsor(s) or promoter(s).

(g) Name(s), address(es) and telephone number(s) of responsible parade chairman.

(h) A fee as prescribed by the master fee schedule, which may be updated by resolution from time to time, is required for and shall accompany all applications for special permits required herein, unless waived by the city council.

§ 15B-4. Issuance of permit.

All applications filed pursuant to section 15B-3 shall be acted upon by the city manager within 20 days from the date of filing. The city manager may refer the application to his staff for investigation and recommendation. The city manager shall grant each and every permit application unless there is a material false representation in the application.

§ 15B-5. Appeal.

Any applicant aggrieved by any ruling of the city manager upon any application filed pursuant to the provisions of this chapter, may file with the city clerk of the City of Cypress a statement, addressed to the city council, setting forth the contents of the application filed with the city manager and the reasons why it is believed the action was improper. The Cypress City Council, at its next regular meeting held after the date on which such appeal is filed with the city clerk, shall hear the appeal and the determination of said city council thereon shall be final.
