11.31.010 Definitions.

For the purpose of this chapter, the following definition applies: “Parking” means standing or leaving standing any vehicle, whether occupied or not, otherwise than temporarily for the purpose of and while actually engaged in loading or unloading of passengers or vehicles.

11.31.020 Prohibition–Limitation–Limitation of Parking.

A. Whenever the City Manager determines that the orderly, efficient conduct of the City’s business requires parking or standing of vehicles on City property to be prohibited, limited, or restricted, the City Manager shall have the power and authority to order signs to be erected or posted or markings installed indicating that the parking of vehicles is thus prohibited, limited, or restricted.

B. Such power and authority shall include ordering signs to be erected or posted designating stalls or spaces for physically handicapped persons in accordance with the provisions of Section 22507.8 of the Vehicle Code of the state of California as the same exists or is hereafter amended, on all off-street parking facilities owned or operated by the City.

11.31.030 Unlawful.

Whenever signs have been erected in a designated area, pursuant to Section 11.31.020, it is unlawful for any person to park or stand any vehicle in said area in violation of the prohibitions, limitations, or restrictions indicated by such signs.

11.31.040 Violation–Penalty.

Any person who violates any of the provisions of this chapter shall be guilty of an infraction and upon conviction thereof shall be punished as provided in Chapter 1.12 of this code.
