10.20.010 Permit–Required–Application.¶
No person shall manufacture explosives; sell, give, deliver or otherwise dispose of explosives; receive, or possess explosives, transport explosives; use explosives; operate a terminal for handling explosives; park or leave standing any vehicle carrying explosives within the City without first having made application for and received a permit in accordance with the provisions of Division 11, Part 1, Chapter 1, Sections 12000 et seq. of the Health and Safety Code of the State.

10.20.020 Permit–Issuance.¶
Pursuant to the provisions of Section 12007 of the Health and Safety Code of the State the Council of the City designates the Sheriff of the County as the issuing authority and further designates the Fire Marshal of the County as the second issuing authority.

10.20.030 Storage.¶
No person shall store or permit to be stored on any public or private property explosives as defined in Section 12000 of the Health and Safety Code.

10.20.040 Violation–Penalty.¶
Any person who violates any of the provisions of this chapter shall be guilty of a misdemeanor and upon conviction thereof shall be punished as provided in Chapter 1.12.
