§ 5.32.005. Requirements generally.¶
It is unlawful for any person to erect any telegraph, telephone, electric, or other poles in the streets or highways or to string any wires thereon, except for the purpose of repairing existing lines, or to lay or construct any railroad line or tracks or to exercise any similar privileges whatsoever within the city without first obtaining a franchise for that purpose in the manner specified by the city council or this chapter, or unless erected pursuant to state law.
