18.12.010 Applicability.¶
This title shall apply to all areas of special flood hazard within the City of Corona identified as such on the City of Corona’s Flood Boundary and Floodway Map.

18.12.020 Establishment of areas of special flood hazard.¶
The areas of special flood hazard identified by the Federal Emergency Management Agency or the Federal Insurance Administration in a scientific and engineering report entitled "Flood Insurance Study for City of Corona,” dated November 1977, and all subsequent revisions, with an accompanying Flood Insurance Rate Map, are incorporated by reference and declared to be a part of this chapter. A true and correct copy of the study is on file at the City Clerk’s office at City Hall, 815 West Sixth Street, Corona, California. This Flood Insurance Study delineates the minimum area of applicability of this title and may be supplemented by studies for other areas which allow implementation of this title and which are recommended to the City Council by the Floodplain Administrator.

18.12.030 Compliance required.¶
No structure or land shall hereafter be constructed, located, extended, converted or altered without full compliance with the provisions of this title and all other applicable floodplain management regulations. Any violation of the provisions of this title by failure to comply with any of its requirements (including the violation of a condition or safeguard established in connection with such condition) shall constitute a misdemeanor punishable as provided in § 1.08.025 of this code. Nothing herein shall prevent the City Council from taking such lawful action as is necessary to prevent or remedy any violation. All subsequent revisions to the National Flood Insurance Program regulations are incorporated herein by reference and declared to be a part of this chapter.

18.12.040 Effect of provisions.¶
This title is not intended to repeal, abrogate or impair any existing ordinance, easement, covenant or deed restriction. However, where the provisions of this title and any other ordinance, easement, covenant or deed restriction conflict or overlap, whichever imposes the more stringent requirements shall prevail.

18.12.050 Construction.¶
In the interpretation and application of this title, all provisions hereof shall be:
(A) Considered as minimum requirements;
(B) Liberally construed in favor of the purposes stated herein; and
(C) Deemed neither to limit nor repeal any other powers granted under state statutes.

18.12.060 Warning and disclaimer of liability.¶
The degree of flood protection required by this title is considered reasonable for regulatory purposes and is based on scientific and engineering considerations. Larger loads can and will occur on occasion. Flood heights may be increased by manmade or natural causes. The provisions of this title do not imply that land outside the areas of special flood hazard or uses permitted within such areas will be free from flooding or flood damage. The provisions of this title shall not create any liability on the part of the City of Corona, any officer or employee thereof or the Federal Insurance Administration for any flood damage that results from reliance on such provisions or any administrative decision lawfully made thereunder.

18.12.070 Severability.¶
This chapter and the various parts thereof are hereby declared to be severable. Should any section of this chapter be declared by the courts to be unconstitutional or invalid, such decision shall not affect the validity of the chapter as a whole, or any portion thereof other than the section so declared to be unconstitutional or invalid.
