1.04.010 - Tenses.¶
The present tense includes the past and future tenses, and the future, the present.

1.04.020 - Gender.¶
The masculine gender includes the feminine and neuter.

1.04.030 - Number.¶
The singular number includes the plural, and the plural, the singular.

1.04.040 - Shall and may.¶
"Shall" is mandatory and "may" is permissive.

1.04.050 - Oath.¶
"Oath" includes affirmation.

1.04.060 - Person.¶
"Person" as used in this code or in any ordinance or code adopted hereby, includes any person, firm, association, organization, partnership, business trust, company or corporation, and any municipal, political or governmental corporation, district, body or agency, other than the city of Commerce.

1.04.070 - State.¶
"State" is the State of California.

1.04.080 - County.¶
"County" is the county of Los Angeles.

1.04.090 - City.¶
"City" is the city of Commerce.

1.04.100 - Office.¶
The use of the title of any officer, employee office or ordinance means that officer, employee, office or official of the city of Commerce.

1.04.110 - Council.¶
"Council" is the city council of the city of Commerce.

1.04.120 - Streets.¶
"Street" includes all streets, highways, avenues, lanes, alleys, courts, places, squares, sidewalks, parkways, curbs, or other public ways in this city which have been or may hereafter be dedicated and open to public use, or such other public property as designated in any law of this state.

1.04.130 - Owner.¶
"Owner" when applied to a building or land, includes any part owner, joint owner, tenant, tenant in common, joint tenant, of the whole or a part of the building or land.

1.04.140 - Tenant, occupant.¶
"Tenant", or "occupant" applied to a building or land, includes any person who occupies the whole or part of the building or land, whether alone or with others.

1.04.150 - Sale.¶
"Sale" includes any sale, exchange barter or offer for sale.

1.04.160 - Goods.¶
"Goods" includes wares or merchandise.

1.04.170 - Operate.¶
"Operate" includes carry on, keep, or conduct or maintain.

1.04.180 - Interpretation.¶
Whenever in any ordinance, statute, or other matter which is adopted by reference, unless the context requires otherwise the following references shall be given the following meanings:
(1) "County of Los Angles" shall mean the city of Commerce.
(2) "Board of supervisors" shall mean the city council of the city of Commerce.
(3) "Unincorporated territory" shall mean the incorporated territory of the city of Commerce.
(4) "County" shall mean the city of Commerce.
(5) "County officer" shall mean the appropriate or designated officer of the city of Commerce.
