Sec. 11-8A. - Applicability of provisions and definitions.

(1) The provisions of this article prohibiting and regulating the stopping, standing or parking of a vehicle shall apply at all times or at those times herein specified, except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a police officer or official traffic-control device or signal.

(2) For purposes of this chapter, "vehicle" shall mean a vehicle as defined at Vehicle Code Section 670; "street" shall mean any public street, road, roadway, highway or alley located in the city, including any street designated as a state or county highway; "Chief of Police" shall mean the chief of the Colusa police department or his or her designee; "bus" shall mean any motor bus, school bus, motor coach or passenger stage used as, a common carrier of passengers; and, "safety zone" shall mean a safety zone as defined at Vehicle Code Section-540.

Sec. 11-8B. - Alley, blocking prohibited.

No person shall stop, park or leave standing any vehicle for any purpose, other than the loading or unloading of persons or material for a period of time not to exceed three minutes, in any alley.

Sec. 11-8C. - All night parking prohibited on certain streets.

When signs are erected giving notice thereof, no person shall stop, park or leave standing any vehicle on any of the streets described in subsection 11-8-B for a period of time longer than ten minutes between the hours of 2:00 a.m. and 6:00 a.m. of any day, except Sundays and holidays.

Sec. 11-8D. - Angle parking prohibited.

Angle parking of vehicles is prohibited within the city, except where approved by the chief of police and lines have been placed to mark the spaces allowed. Where markings have been placed on the pavement indicating angle parking, no person shall park any vehicle contrary to such markings on the street or contrary to any signage indicating the direction of the angle parking. Where angle parking is allowed, the bumper of the vehicle must be within six inches of the curb.

Sec. 11-8E. - Parking away from curb prohibited.

Every vehicle stopped or parked on a street where there are adjacent curbs shall be stopped or parked with the right-hand wheels of such vehicle parallel with and within 18 inches of the right-hand curb, except that motorcycles shall be parked with at least one wheel or fender touching the right-hand curb. Where no curbs or barriers bound the street, right-hand parallel parking is required and the right-hand wheels of the vehicle, or one wheel or fender of a motorcycle, must be within 18 inches of the edge of the pavement, unless otherwise indicated by appropriate signs or official traffic-control devices.

Sec. 11-8F. - Bus zones.

(1) The chief of police is authorized to establish bus zones opposite curb space for the loading and unloading of busses, and to determine the location thereof, subject to the standards and limitations set forth herein.

(2) No bus zone shall exceed eighty feet (80') in length, except, that when satisfactory evidence has been presented to the chief of police showing the necessity therefor, the chief of police may extend a bus zone not to exceed a total length of one hundred and twenty five feet.

(3) The chief of police shall cause a red line to be painted with a stencil and white letters reading "NO STANDING", together with the words, "BUS ZONE", upon the top or side of all curbs and places specified as a bus zone.

(4) No person shall stop, park or leave standing any vehicle, except a bus, in a bus zone.

Sec. 11-8G. - Crosswalk parking prohibited.

No person shall stop, park or leave standing any vehicle on or within a crosswalk, except that a bus may stop in an unmarked crosswalk to load or unload passengers.

Sec. 11-8H. - Curb zones.

(1) The chief of police is authorized to determine and mark curb zones as provided in this section as follows: (1) At any place in any business district; or, (2) Elsewhere in front of the entrance to any place of business, or in front of any hall or place used for the purpose of public assembly.

(2) In no event shall more than one half of the total curb length in any block be reserved by curb zones.

(3) Curb markings shall have the following meanings and be subject to the following restrictions and regulations:

  1. Red shall mean no stopping, standing or parking of any vehicle at any time, except as may be permitted by the Vehicle Code, and except that a bus may stop in a red zone if marked or signed as a bus zone.

  2. Yellow shall mean no stopping, standing or parking of any vehicle at any time between 8:00 a.m. and 6:00 p.m. of any day, except Sundays and holidays, for any purpose other than the loading or unloading of passengers or materials, but not including routine shopping or other business while parked; provided, that such loading or unloading of passengers shall not exceed three minutes and the loading or unloading of materials shall not exceed twenty minutes.

  3. White shall mean no stopping, standing or parking, of any vehicle at any time between 8:00 a.m. and 6:00 p.m. of any day, except Sundays and holidays, for any purpose other than the loading or unloading of passengers, or for the purpose of depositing mail in an adjacent mail box, which shall not exceed three minutes. When a white zone is located in front of a hotel or motel, these restrictions shall apply at all times. When a white zone is located in front of a theater, the restrictions apply at all times that the theater is open.

  4. Green shall mean no stopping, standing or parking of any vehicle for more than twenty-four minutes at any time between 8:00 a.m. and 6:00 p.m. of any day, except Sundays and holidays.

(4) When the chief of police as authorized under this section has caused curb markings to be placed no person shall stop, park or leave standing any vehicle adjacent to any such legible curb marking in violation of any provision of this section.

Sec. 11-8I. - Designated streets, parking prohibited or restricted.

If by resolution or ordinance of the City of Colusa signs are posted giving notice thereof, no person shall stop, park or leave standing any vehicle at any time upon the portions of streets as described in the resolution or ordinance, nor shall any person stop, park or leave standing any vehicle in excess of the time or at times other than as permitted by such resolution or ordinance.

Sec. 11-8J. - Disabled parking.

(1) Prohibition. No person shall stop, park or leave standing any vehicle in a parking stall or space designated for disabled persons, unless the vehicle displays either a distinguishing license plate or placard issued pursuant to Vehicle Code Section 5007 or Section 22511.55. This applies to both publicly and privately owned property where such spaces have been designated.

(2) Dismissal fee. Any person cited in violation of Section 11-8J(1) above who demonstrates to the satisfaction of the chief of police that he or she possessed a valid distinguishing license plate or placard issued pursuant to Vehicle Code Section 5007 or Section 22511.55 at the time of the citation may, at the discretion of the chief of police, be required to pay a dismissal fee established by city council resolution in lieu of any other applicable fine or fee.

Sec. 11-8K. - Driveways, blocking prohibited.

No person shall stop, park or leave standing any vehicle in front of a public or private driveway, except that a bus or taxicab may stop to load and unload passengers. Where the entrance of a private driveway is not delineated by an opening in a curb, so much of the surface of the ground as is paved, surfaced, or otherwise plainly marked by vehicle use as a private driveway entrance, shall constitute the driveway.

Sec. 11-8L. - Exemption for disabled.

Any disabled driver whose vehicle displays a special identification license plate or placard issued under Vehicle Code Section 5007 or Section 23511.55 shall be allowed to park for unlimited periods in any otherwise restricted zone, except for any zone which absolutely by ordinance or statute prohibits the stopping, standing or parking of all vehicles or which by ordinance or statute reserves the zone for a special class of vehicle.

Sec. 11-8M. - Fire hydrant, parking near prohibited.

No person shall stop, park or leave standing any vehicle within fifteen feet of a fire hydrant, except as follows: (1) If the vehicle remains attended by a licensed driver who can immediately move such vehicle if necessary; or (2) If the vehicle is owned and operated by a fire department and is clearly marked as a fire department vehicle.

Sec. 11-8N. - Fire lane, parking prohibited.

No person shall stop, park or leave standing any vehicle along the edge of any street, curb or any location, whether on private or public property, designated as a fire lane. The fire lane designation shall be indicated by (1) a sign posted immediately adjacent to and visible from the designated place clearly stating in letters not less than one inch in height that the place is a fire lane, (2) outlining or painting the place in red and, in a contrasting color, marking the place with the words "FIRE LANE," which are clearly visible from vehicle, or (3) a red curb or red paint on the edge of the street which is clearly marked with the words "FIRE LANE."

Sec. 11-8O. - Fire station, parking near prohibited.

No person shall stop, park or leave standing any vehicle within fifteen (15) feet of the driveway to a fire station. This does not apply to any vehicle owned and operated by a fire department and clearly marked as a fire department vehicle.

Sec. 11-8P. - Parking for display prohibited.

No person shall park a vehicle on any street for the principal purpose of advertising the vehicle for sale. The presence of signs in vehicle windows in violation of Vehicle Code view obstruction standards (see Vehicle Code Section 26708) is prima facie evidence of "advertising the vehicle for sale."

Sec. 11-8Q. - Intersections, prohibited parking.

No person shall stop, park or leave standing any vehicle within any street intersection.

Sec. 11-8R. - Parking space markings.

(1) The chief of police is authorized to cause to be installed and maintained, parking space markings in and along streets to indicate parking spaces adjacent to curbs where authorized parking is permitted.

(2) Where lines have been placed to delineate parking spaces, no person shall stop, park or leave standing any vehicle across or out of the designated space lines, so as to cause adjacent spaces to be unusable.

Sec. 11-8S. - Peddlers and vendors, no parking.

(1) Except as otherwise provided in this section, no person shall stop, park or leave standing any vehicle, wagon or pushcart, from which goods, wares, merchandise, fruits, vegetables, or foodstuffs are sold, displayed, solicited or offered for sale or bartered or exchanged, or any lunch wagon or eating car or vehicle on any portion of any street; except, that such vehicles, wagons or pushcarts may stand or park only at the request of a bona fide purchaser for a period of time not to exceed ten minutes at any one place. The provisions of this section shall not apply to persons delivering such articles upon order of, or by agreement with, a customer from a store or other fixed place of business or distribution.

(2) No person shall stop, park or leave standing on any street, any lunch wagon, eating cart or vehicle, or push cart from which goods, wares, merchandise, fruits, vegetables, or foodstuffs are sold, displayed, solicited or offered for sale without first obtaining a city business license.

Sec. 11-8T. - Repairs in street prohibited.

No person shall repair, service or otherwise maintain any vehicle parked in a street, except as may be necessitated in case of an emergency and the vehicle cannot be moved to a safer location.

Sec. 11-8U. - Safety zone, no parking.

No person shall stop, park or leave standing any vehicle between a safety zone and the adjacent right hand curb, or within the are between the zone and the curb as may be indicated by a sign or red paint on the curb.

Sec. 11-8V. - Schools, no parking adjacent to.

The chief of police is authorized to erect signs indicating no parking upon that side of the street adjacent to any school property when such parking would, in the opinion of the chief, interfere with traffic or create a hazardous situation. When official signs are erected, no person shall stop, park or leave standing a vehicle in such designated area.

Sec. 11-8W. - Sidewalk access ramp, no parking near.

No person shall stop, park or leave standing any vehicle in front of that portion of a curb which has been cut down, lowered, or constructed to provide wheelchair accessibility to the sidewalk.

Sec. 11-8Z. - Street parking over 120 hours prohibited.

No person who owns or has possession or control of any vehicle shall stop, park or leave standing such vehicle upon any street for a consecutive period of more than one hundred twenty (120) hours.

Sec. 11-8AA. - Temporary parking prohibitions.

(1) Whenever the chief of police determines that an emergency traffic congestion situation is or may be likely to result from the holding of public, or private assemblages, gatherings or functions, or for other reasons, the chief shall have the authority to order temporary signs to be posted indicating that the operation, parking or standing of vehicles is prohibited on such streets as the chief shall direct during the existence of such situation and the chief shall cause such temporary signs to be removed promptly thereafter.

(2) When such signs authorized by the provisions of this section are in place giving notice thereof, no person shall operate, stop, park or leave standing any vehicle contrary to the directions and provisions of such temporary signs.

Sec. 11-8BB. - Commercial truck tractors and trailers, prohibited parking.

(1) Truck tractors and trailers. A person shall not stop, park or leave standing any truck tractor, trailer, semitrailer or combination thereof weighing in excess of ten thousand (10,000) pounds upon any street or portion of any street, except with respect to trailers or semitrailers in the process of being loaded or unloaded.

(2) Unattached trailers. A person shall not stop, park or leave standing any trailer or semitrailer upon any street or portion of any street that is not attached to a vehicle capable of moving the trailer or semitrailer in a normal manner upon public streets and highways, except with respect to trailers or semitrailers in the process of being loaded or unloaded.

(3) "Truck tractor," as used in this section, shall mean the non-cargo carrying power unit that operates in combination with a trailer or semitrailer.

(4) This section shall not be effective with respect to any city street until appropriate signs have been erected by the chief of police in accordance with the California Vehicle Code designating the street as a prohibited parking area for truck tractors, trailers and/or semitrailers.

Sec. 11-8CC. - Unattended vehicle, prohibited parking.

No person shall park or leave standing any vehicle unattended on any street without first setting the parking brake and stopping the motor of the vehicle.

Sec. 11-8DD. - Unattended locked vehicle, person inside.

No person shall park or leave standing a locked vehicle in which there is inside any person who cannot readily escape from the vehicle.

No person shall stop, park or leave standing any vehicle on a street for purposes of washing, waxing, or polishing the vehicle, for profit.

Sec. 11-8FF. - Vehicles over 6 feet in height.

Parking of vehicles which are six feet in height or more (including any load thereon), measured from the road surface, is prohibited in any area posted as follows: "NO PARKING OVER 6 Ft HIGH."

Sec. 11-8HH. - Parking restrictions.

No vehicle exceeding a maximum gross weight of ten thousand pounds, or commercial vehicle, as defined in Vehicle Code Section 15210, shall park on any of the following truck routes, except in the case of an emergency or for the purpose of loading and unloading as otherwise provided in this title: Market Street, Main Street, 10th Street, Bridge Street and Fremont Street. Parking of vehicles that are more than eight feet in height, including any load thereon, as measured from the road surface, is prohibited (1) within one hundred feet of any intersection in the city limits, (2) at any location on Market Street, Main Street, 10th Street, Bridge Street and Fremont Street, and (3) at other locations and on other streets as posted with signs stating "No Parking Over 8 Ft High." The chief of police shall cause to be erected and maintained appropriate signs indicating the streets and locations affected. This prohibition shall not apply to any vehicle making pickups or deliveries of goods, wares, and merchandise from or to any building or structure located on a restricted street or other location.
