Sec. 7-5.01. - Adoption of address map.

That certain map entitled "Property Address Map", on file in the Police Department of the City of Coalinga, is hereby adopted and incorporated in this chapter by reference. The said map indicates the official system of the City for numbering properties and principal buildings. The map, as adopted by this section and as subsequently amended, is prima facie evidence of the legality of the numbers designated thereon. The Police Chief shall enter all designated numbers on said map. The map entitled "City of Coalinga Official Addressing System", designates the City addressing area.

Sec. 7-5.02. - Numbering.

Numbers shall increase as they progress away from the base lines. Even numbers shall be on the right side of the street and odd numbers shall be on the left side of the street as the numbers increase away from the base lines.

(a) Numbers on streets. All address numbers shall be street numbers and shall designate the location on the street only.

(b) Frontage. Twelve and one-half (12½) feet of frontage shall be allowed for each number.

Sec. 7-5.03. - Building Inspector to determine numbers.

(a) The Building Inspector shall designate the appropriate and respective address numbers for properties and buildings in the City addressing area.

(b) The City Council may adopt rules and regulations for the address numbering of properties and buildings. The rules and regulations shall establish and perpetuate a system of numbering which will logically identify properties with a minimum of conflict and best serve the purpose of such numbers in regard to those public agencies and the public using them.

Sec. 7-5.04. - Address numbers.

(a) Identifying properties. All properties within the City address area shall be identified by address numbers designated by the Building Inspector.

(b) Legal description. The identification of properties or buildings by address numbers shall not affect the legal description of the property.

(c) Buildings to bear numbers. Whenever property is assigned an address number, each principal building shall bear the number or numbers assigned to the street on which the front entrance of the building is located. Address numbers shall be placed on the street front of the building and, in addition, at the principal entrance thereto, with each number to be placed at the entrance to which the number refers.

(d) Numbers to be posted. Numerals indicating the address number for a principal building, or each front entrance to such building, shall be posted in a manner as to be visible from the street on which the property is located. Such numerals shall not be less than three (3) inches high, shall have a minimum width stroke of one-fourth-inch, shall be of contrasting color from the background, and shall not be obscured from the street by shrubs, trees, buildings or other objects.

(e) Lighting. All new residential buildings shall have self internally lighted address numbers.

Sec. 7-5.05. - Address number placing and maintenance.

(a) No person exercising the ownership, custody or control of a building or property shall fail, neglect or refuse to post or maintain address numbers, in the manner provided in this chapter, within fifteen (15) days after the mailing of a notice from the Police Department or the Building Inspector designating the number or numbers to be posted and the place they are required to be located.

(b) All address numbers, other than those provided for in this chapter and designated by the Building Inspector, and address numbers defaced so as to not be plainly seen and identified from the street, shall be removed from every building by the owners, occupants, lessees, tenants or subtenants thereof within fifteen (15) days after the mailing of a notice from the Police Department or the Building Inspector designating the assigned number to be used.

Sec. 7-5.06. - Notification.

(a) The Building Inspector, within one (1) working day after issuing a new or revised address, shall give written notice to the Police Chief of that address and its Assessor's parcel number.

(b) The Police Chief, within one (1) working day after receiving the notice from the Building Inspector, shall enter the address on the property address map and notify the Fresno County Coordinator of the 911 Emergency Telephone System and all other agencies as needed.
