Sec. 2-4.201. - Office established.¶
Pursuant to the provisions of Section 40805.5 of the Government Code of the State, there is created and established the Office of Finance Director of the City. The Finance Director shall have charge of the administration of the financial affairs of the City under the direction of the City Manager.

Sec. 2-4.202. - Bond.¶
Pursuant to the provisions of Section 37209 of the Government Code of the State, the Finance Director shall execute a bond in the penal sum of fifty thousand dollars $50,000.00 before entering upon the duties of his office.

Sec. 2-4.203. - Powers and duties: General.¶
The Finance Director shall have the following powers and duties:
(a) To maintain a general accounting system for the City government and each of its offices, departments, and agencies;
(b) To compile all financial information necessary for the preparation of the budget of the City and to make such information available to the officer whose responsibility it is to prepare the budget;
(c) To prepare and submit to the City Manager a monthly statement of all receipts and disbursements in sufficient detail to show the financial condition of the City and each of its departments;
(d) To handle the issuance of all licenses for the City;
(e) To supervise and be in charge of all payroll records and to pay the City employees on the presentation of a properly certified payroll;
(f) To maintain a record of all insurance policies and to keep the City Manager informed of their expiration dates;
(g) To ascertain that all taxes, assessments, utility and service charges, license fees, and other revenues of the City, or for whose collection the City is responsible, and all other moneys receivable by the City from the County, State, and Federal government, or from any court, office, department, or agency of the City, are collected;
(h) To supervise the collecting and billing of all utilities;
(i) To require reports of the receipts and disbursements from each receiving and expending agency or department of the City government to be made daily or at such times as he may require;
(j) To supervise the keeping of current property inventories of all City departments and the necessary records appurtenant thereto; and
(k) To perform such other duties which are from time to time assigned to him by the City Manager.

Sec. 2-4.204. - Powers and duties: Financial and accounting.¶
The financial and accounting duties imposed upon the City Clerk by Sections 40802 through 40805 of the Government Code of the State are hereby transferred to the Finance Director, and he shall perform the following duties:
(a) Maintain all records readily reflecting the financial condition of the City and all of its departments;
(b) Prepare and present to the Council at the end of each fiscal year a summary statement of receipts and disbursements by departments and funds, including the opening and closing fund balances in the City treasury; and
(c) Cause the financial statement of the City to be published in accordance with the provisions of Sections 40804 and 40805 of the Government Code of the State.

Sec. 2-4.205. - Jurisdiction of City Manager.¶
The Finance Director shall be under the jurisdiction of the City Manager.
