12.28.010 - Trimming palm trees—Required.¶
Every person owning real property in the city on which there are standing or growing palm trees shall, at least annually, remove or cause to be removed, by trimming or cutting, from the palm trees standing or growing on the property so owned by such person all dead leaves and/or fronds adhering to the trunks of such palm trees.

12.28.020 - Same—Notice requiring.¶
Upon discovery of any violation of Section 12.28.010, the city clerk shall cause to be served on the person owning the real property which is being maintained in violation of such section, a written notice addressed to such person at their last known address, advising of such violation and demanding correction within ten (10) days.

12.28.030 - Same—By city.¶
If owner shall fail to comply with the provisions of Section 12.28.010 within ten (10) days after the mailing of the notice as provided in Section 12.28.020 above, the city shall have the right to immediately enter upon any real property in the city which is maintained in violation of Section 12.28.010 and cause the removal, by trimming or cutting of any dead leaves or fronds from any or all palm trees standing or growing on said real property; and all expenses of such removal shall be a direct charge against the person owning said property, and all expenses of such removal may be recovered together with costs in an action by the city against such person in the municipal court or in any other court having jurisdiction of such action.
