5.12.010 - State license prerequisite to issuance of city license.

Every person engaged in the business of a contractor must produce evidence that he holds a valid state contractor's license before a license will be issued under this chapter.

5.12.020 - Classification of contractors.

Contractors shall be classified as follows:

A. General Engineering Contractor. A general engineering contractor is a contractor whose principal contracting business is in connection with fixed works requiring specialized engineering knowledge and skill, including the following divisions or subjects: Irrigation, drainage, waterpower, water supply, flood control, inland waterways, harbors, docks and wharves, shipyards and ports, dams and hydroelectric projects, levees, river control and reclamation works, railroads, highways, streets and roads, tunnels, airports and airways, sewers and sewage disposal plants and systems, waste reduction plants, bridges, overpasses, underpasses and other similar works, pipelines and other systems for the transmission of petroleum and other liquid or gaseous substances, parks, playgrounds and other recreational works, refineries, chemical plants and similar industrial plants requiring specialized engineering knowledge and skill, powerhouses, power plants and other utility plants and installations, mines and metallurgical plants, land leveling and earthmoving projects, excavating, grading, trenching, paving and surfacing work and cement and concrete works in connection with the above-mentioned fixed works.

B. General Building Contractor, B-1. A general building contractor is a contractor whose principal contracting business is in connection with any structure built, being built, or to be built, for the support, shelter and enclosure of persons, animals, chattels or movable property of any kind, requiring in its construction the use of more than two unrelated building trades or crafts, or to do or superintend the whole or any part thereof.

This does not include anyone who merely furnishes materials or supplies under Section 7045 of the Business and Professions Code of the state without fabricating them into or consuming them in the performance of the work of the general building contractor.

C. Specialty Contractor. A specialty contractor is a contractor whose operations as such are the performance of construction work requiring special skill and whose principal contracting business involves the use of specialized building trades for crafts.

The following are the classifications of specialty contractors (subcontractors):

1. Acoustical (other than plaster) C-1
2. Alarm and time systems (all types) C-5
3. Awnings and canvas installations C-3
4. Boilers, steamfitting, hot-water heating C-4
5. Cabinet and mill work C-6
6. Carpentry C-7
7. Cement and concrete, gunite C-8
8. Cement pipe laying C-9
9. Electric signs (all types) C-45
10. Electrical (general) C-10
11. Elevator installation (all types) C-11
12. Excavating, grading, trenching C-12
13. Fencing (all types) C-13
14. Flooring (all types) C-15
15. Glazing C-17
16. Heating, ventilating, air conditioning C-20
17. House and building moving C-21
18. Insulation, pipe covering, etc. C-2
19. Landscaping C-27
20. Lathing (all types) C-26
21. Machinery, pumps, etc. C-37
22. Masonry (brick, granite, marble, etc.) C-29
23. Metal sash and door C-14
24. Ornamental metals C-23
25. Painting, decorating, paperhanging C-33
26. Paving and surfacing C-24
27. Plastering (all types) C-35
28. Plumbing C-36
29. Refrigeration (all types of installations) C-38
30. Rig building (all types) C-16
31. Roofing (all types) C-39
32. Sewers, sewage disposals, drains C-42
33. Sheet metal (all types) C-43
34. Sprinkler systems (all types) C-46
35. Steel, reinforcing C-50
36. Terazzo and mosaic C-28

38. Waterproofing, weatherproofing, damp-proofing C-56
39. Welding (all types), metal pipe laying C-60

41. Wrecking and demolition C-59
42. Classified specialists C-61

A C-61 classified specialists contractor is a contractor as above defined whose principal contracting business involves a special skill in a trade or craft not set forth in the above list.

5.12.030 - Contractor—License tax.

Every person engaged in any type of contracting for which a state license is required shall pay license tax the amount or rate of which shall be from time to time set by resolution of the city council.
