16.18.010 - Intent and purpose.

A.

The open space districts are established to provide public and private open space areas for active and passive recreational use, and for the conservation of open space resources. These zone districts apply to public open space lands which have been acquired in fee ownership by the City or other public agency, and includes public recreational facilities and passive parks, as well as the Chino Hills State Park. This zone district also applies to private open space lands which have been designated through the entitlement process for private development and are owned and maintained by private entities or homeowner associations. These private open space lands include natural open space areas, landscaped open space areas and private parks.

B.

The following open space districts are established in Chino Hills:

Private Open Space (OS-1). The OS-1 district provides for private open space that is fenced or otherwise reserved for the exclusive use of the occupants of specified dwelling units. The OS-1 district includes private parks which are open spaces and/or recreation facilities (either indoor or outdoor) intended for the private use of a residential community and included in the approved site plan and/or tract map for the residential development. Parcels used for private parks and recreation facilities must be designated lettered lots or otherwise designated for park or recreation use only.

Public Open Space (OS-2). The OS-2 district provides for open space owned and maintained by a public agency for the use and enjoyment of the general public.

Public Park (PP). The PP district provides for open spaces and/or recreation facilities (either indoor or outdoor) intended for public recreational use, which is operated and maintained by a government agency.

Chino Hills State Park (State Park). The State Park district shows the land which is part of the Chino Hills State Park and within the City's boundaries. The California Department of Parks and Recreation controls the State Park, so this chapter does not apply to the Chino Hills State Park (see California Public Resources Code Section 51001); this District is shown on the City's Zoning Map for informational purposes only.

16.18.020 - Permitted uses, accessory uses, temporary uses, and conditional uses.

A.

Appendix A: Regulation of Uses by Zone District of this Development Code indicates the uses permitted in the open space zone districts.

B.

Uses listed as conditionally permitted uses are subject to the review requirements and conditions contained in Chapter 16.68 or Chapter 16.78 of this Development Code. Temporary uses and conditions are subject to the review requirements and conditions contained in Chapter 16.80.

16.18.030 - Development standards.

No specific development standards apply to public facility buildings constructed within public parks. Public buildings shall be designed and constructed to reflect the character of the parks in which they are located and to ensure compatibility with development on adjacent properties. Private structures within either private or public open space districts shall be subject to the applicable development standards of this Code.
