22.74.100 Purpose.

All regulations set forth in this chapter are for the purpose of providing convenient off-street parking space for motor vehicles that are attracted by the use or uses on each parcel of property. The parking requirements of this chapter are to be considered as the minimum need for such facilities established by each particular land use.

The intent of these regulations is to provide properly designed parking areas of adequate capacity and circulation pattern to reduce traffic congestion, facilitate movement, enhance public safety, and support high standards of environmental quality. (Ord. 348 § 1 (part), 1972)

22.74.200 General provisions.

(1) Off-Street Parking Location. The required parking facilities needed for any development shall be located on the same site or, if an irrevocable parking easement is obtained, the parking may be on an adjacent site, unless otherwise specified in this code. Property within the ultimate right-of-way of a street or highway shall not be used to provide required parking or loading or unloading facilities.

(2) Increase in Use. When the occupancy, use, or floor area of any premises is enlarged, expanded, or intensified by any kind of remodeling or additions, additional parking to meet the requirements of this chapter shall be required for the enlarged, expanded, intensified, or added portion only.

(3) Change in Use. When the occupancy or use of any premises or part of such premises is changed to a different use, parking to meet the requirements of this chapter shall be provided for the new use or occupancy.

(4) Usability. All required off-street parking spaces shall be designed, located, constructed, and maintained so as to be fully usable during workday periods or as needed by the use of the premises.

(5) Notwithstanding subsections (2) and (3) of this section, no additional parking shall be required for neighborhood, community or regional shopping centers exceeding forty-five thousand square feet of gross floor area due to increases or changes in use not resulting in additional gross floor area. 22.74.300 Residential requirements.

In all residential areas, parking shall be provided in accordance with the following:

(1) Single-Family Dwelling.

(a) Each single-family dwelling is required to have a minimum of two automobile parking spaces in an enclosed garage with inside dimensions of a minimum of twenty feet in width and a minimum of twenty-two feet in length, excluding therefrom any service or utility area,

(b) New single-family residential construction, as defined in Section 22.22.700(15)(a)(i), with a total floor area greater than or equal to three thousand five hundred square feet, excluding the enclosed garage, shall require a minimum of three parking spaces within a completely enclosed garage with inside dimensions of a minimum of thirty feet in width and a minimum of twenty-two feet in length, excluding therefrom any service or utility area,

(c) Single-family residential additions or modifications resulting in a residential dwelling with a total floor area greater than or equal to three thousand seven hundred fifty square feet, excluding the enclosed garage, shall require a minimum of three parking spaces within a completely enclosed garage with inside dimensions of a minimum of thirty feet in width and a minimum of twenty-two feet in length, excluding therefrom any service or utility area,

(d) There shall be a concrete parking apron of a minimum length of twenty feet in front of the garage entrance within the property boundaries,

(e) The major repair of any vehicle is not permitted in a location visible from a street,

(f) There shall be no tandem parking;

  • (2) Multi-Family Dwelling.

(a) Each building containing two or more dwelling units is required to have at least two parking spaces provided and maintained on the building site for each unit. There shall be no tandem parking,

(b) Each parking space shall be at least ten feet by twenty feet with at least one space covered,

(c) No parking space shall be located within required front yards or side yards abutting public streets and all parking spaces shall be screened from view both from public streets and from the main entrances to dwelling units,

(d) All parking spaces shall be arranged so that cars are not required to back onto any public street. (Ord. 1007 § 3, 2016; Ord. 348 § 1 (part), 1972)

22.74.400 Community and public parking areas.

Parking areas serving five or more residential dwelling units, or serving commercial, professional, industrial, public or community facilities shall be subject to the following regulations:

(1) Lights used to illuminate the parking area shall be designed and located so as to confine direct rays to the premises;

(2) All parking stalls shall be clearly outlined with double or hairpin lines on the surface of the parking facility;

(3) All parking stalls and maneuvering areas shall be paved to meet the approval of the director of public works;

(4) The parking area shall be designed so that a car entering the parking area shall not be required to enter a street to move from one location to any other location within the parking area or premises;

(5) Parking areas shall be designed in a manner such that any vehicle entering a public right-of-way can do so traveling in a forward direction;

(6) Parking and circulation notices may be located spaces for each in any parking area if necessary for public safety. The design, size, color, and material of the notices shall be subject to the approval of the director of community development;

(7) If necessary, traffic flow guides; arrows and/or striping; shall be clearly painted on the surface or the parking facility and properly maintained;

(8) The width of two-way driveways traffic aisles, approach lanes, and maneuvering areas shall be a minimum of twenty-six feet wide or as specified in illustrative diagrams 23.36.40 and 23.36.50;

(9) The minimum parking width for angle parking at a facility using shopping carts shall be nine feet, six inches;

(10) Within any parking area, trees of at least fifteen gallon size shall be planted for every five single row parking stalls or every ten double-row parking stalls, with the exception that the forementioned requirements may be relaxed for industrial parking areas screened from public view. The planter shall have no dimension less than four feet, excluding the thickness of the curbing. The trees shall be separated from each other as indicated in illustrative diagram 22.74.40 and in no instance shall two planters abut;

(11) Parking areas shall conform to the standards of the section on landscaping contained in the Development Standards, Article 6, B, 2. (Ord. 770 § 1 (part), 1996; Ord. 348 § 1 (part), 1972)

22.74.500 Minimum parking space requirements.

All land uses shall provide off-street parking in conformity with the following requirements unless otherwise specified in other sections. When a fractional figure is found as a remainder in computations to determine required off-street parking spaces, the fraction shall be rounded to the nearest whole number.
