§ 13.30.010. Computation of time.

The time in which any act provided by this title is to be done is computed by excluding the first day and including the last, unless the last day is a holiday which is also excluded. If the last day for the performance of any act set forth in this title is a holiday, then the time in which to perform the act is extended to and including the next day which is not a holiday. If the last day for the performance of any act provided by this title is Saturday or Sunday, then the time in which to perform the act is extended to and including the next Monday.

§ 13.30.020. Recovery of costs pursuant to California Code of Civil Procedure.

Nothing in this title is intended to prohibit or preclude the city from seeking and recovering any costs pursuant to Code of Civil Procedure Sections 1032 through 1033.5.

§ 13.30.030. Collection of debts to city.

The amount of any fine or fee imposed by this title shall be deemed a civil debt owing to the city. An action may be commenced in the name of the city in any court of competent jurisdiction for the collection of the amount of any such delinquent or unpaid fine or fee, with any penalties applicable thereto as prescribed by this title or other enactment. The remedy prescribed by this section shall be cumulative, and the use of an action to collect such an amount as a debt by civil action shall not bar the use of any other remedy provided by this title or as otherwise provided by law.

§ 13.30.040. Civil penalties.

The amount of any fine or fee imposed by the city pursuant to this title or any other applicable law or regulation may be assessed at a daily rate not to exceed one thousand dollars per violation per day, and not to exceed a total of one hundred thousand dollars per tax assessor's parcel number in the case of unimproved real property or one hundred thousand dollars per each structure against which violations have existed on a single tax assessor's parcel number for any related series of violations.

§ 13.30.050. Attorney's fees.

The prevailing party in any action, administrative proceeding, or special proceeding associated with the abatement of a public nuisance shall be entitled to recovery of attorney's fees incurred in such proceeding. In no action, administrative proceeding, or special proceeding shall an award of attorney's fees to a prevailing party exceed the amount of reasonable attorney's fees incurred by the city in the action or proceeding.
