§ 12.20.010. Change in state law speed limits.

A. The prima facie speed limit declared for each street designated in this section is a speed limit which is either an increase from the prima facie speed limit or a decrease from the maximum speed limit otherwise applicable to such street pursuant to Chapter 7 of Division 11 of the Vehicle Code of the state (commencing at Section 22348 thereof). The increase or decrease has been determined upon the basis of an engineering and traffic survey. For each street upon which an increase in the prima facie speed limit (otherwise applicable) has been declared, a determination has been made that the increased declared prima facie speed limit is the most appropriate to facilitate the orderly movement of traffic and is reasonable and safe. For each street upon which a decrease from the maximum speed limit (otherwise applicable) has been made and a lower speed limit declared as the prima facie speed limit, a determination has been made that the maximum speed limit (otherwise applicable) is more than is reasonable or safe, and that the declared prima facie speed limit is most appropriate to facilitate the orderly movement of traffic and is reasonable and safe.

B. Revised Speed Limits. Based upon the findings of a traffic and engineering speed limit survey dated April 2025.

C. Highway, traffic and roadway conditions not readily apparent to a motorist exist on Cathedral Canyon Drive, between Paseo Real and Perez Road. Such conditions include:

  1. A limited sight distance to and from the driveway into Cathedral Canyon Country Club west gate;

  2. The presence of a bicycle trail crossing the top of a slope;

  3. The absence of sidewalks on the west side of the roadway, which results in pedestrians walking on the edge of the roadway;

  4. This section is currently posted at forty MPH;

  5. The eighty-fifth percentile speed as shown on an engineering radar survey performed on 9/29/1998 is forty-six MPH.

D. For the above reasons, the prima facie speed limit on Cathedral Canyon Drive, between Paseo Real and Perez Road is set at forty MPH, notwithstanding the prevailing speeds as determined by traffic engineering measurements.

E. Highway, traffic and roadway conditions not readily apparent to a motorist exist on Dinah Shore Drive, between Cathedral Canyon Drive and Date Palm Drive. Such conditions include:

  1. An uncontrolled crosswalk at the Food-4-Less center;

  2. The absence of sidewalks on the north side of the roadway, which results in pedestrians walking on the edge of the roadway;

  3. An undersized storm drain at Sky Blue Water which frequently causes water to drain across Dinah Shore Drive;

  4. The presence of a private church school with an unfenced playground, which does not have school signage;

  5. The eighty-fifth percentile speed as shown on an engineering radar survey performed on 9/25/98 is forty-six MPH.

F. For the above reasons, the prima facie speed limit on Dinah Shore Drive, between Date Palm Drive and Cathedral Canyon Drive is set at thirty-five MPH, notwithstanding the prevailing speeds as determined by traffic engineering measurements.

G. Highway, traffic and roadway conditions not readily apparent to a motorist exist on Dinah Shore Drive, between Date Palm Drive and Plumley Road. Such conditions include:

  1. The horizontal alignment of the pavement lanes for eastbound traffic varies with the available rights-of-way, causing an abrupt shift in the edge of pavement;

  2. The through lanes vary in width;

  3. There is a high school and park adjacent to the street, with a large amount of pedestrian traffic;

  4. There are missing portions of the sidewalk on the south side of the street causing pedestrians to encroach upon the travel lanes;

  5. The eighty-fifth percentile speed as shown on an engineering radar survey performed on 9/24/1998 is forty-seven MPH.

H. For the above reasons, the prima facie speed limit on Dinah Shore Drive, between Date Palm Drive and Plumley Road is set at forty MPH, notwithstanding the prevailing speeds as determined by traffic engineering measurements.

I. Highway, traffic and roadway conditions not readily apparent to a motorist exist on Landau Boulevard, between Ramon Road and 30th Avenue. Such conditions include:

  1. There are two schools on the east side of the street, without connecting sidewalks, causing pedestrians to encroach upon the vehicular travel way;

  2. There are insufficient streetlights on segments of the roadway causing darker/lighter transitions during nighttime driving;

  3. The eighty-fifth percentile speed as shown on an engineering radar survey performed on 9/24/1998 is fifty MPH.

J. For the above reasons, the prima facie speed limit on Landau Boulevard, between Ramon Road and 30th Avenue is set at forty-five MPH, notwithstanding the prevailing speeds as determined by traffic engineering measurements.

K. Highway, traffic and roadway conditions not readily apparent to a motorist exist on Landau Boulevard, between 30th Avenue and Vista Chino Drive. Such conditions include:

  1. There are numerous alley approaches and private driveways entering Landau from the east;

  2. Landau Elementary School has a main pedestrian access route along Landau Boulevard that is missing sections of sidewalk, causing students to walk in the roadway;

  3. The eighty-fifth percentile speed as shown on an engineering radar study performed 9/22/1998 is fifty-four MPH.

L. For the above reasons, the prima facie speed limit on Landau Boulevard, between 30th Avenue and Vista Chino is set at forty-five MPH, notwithstanding the prevailing speeds as determined by traffic engineering measurements.

M. Highway, traffic and roadway conditions not readily apparent to a motorist exist on Landau Boulevard, between Vista Chino Drive and Verona Road. Such conditions include:

  1. The pavement is narrow on the north quadrant, with a sharp taper (reduction) on the northbound lanes;

  2. Numerous private driveways take access onto the roadway at varying locations;

  3. This section of roadway dead ends at the north section terminus;

  4. The eighty-fifth percentile speed as shown on an engineering radar survey performed on 9/22/1998 is forty-one MPH.

N. For the above reasons, the prima facie speed limit on Landau Boulevard, between Vista Chino and Verona Road is set (to remain) at forty MPH, notwithstanding the prevailing speeds as determined by traffic engineering measurements.

O. Highway, traffic and roadway conditions not readily apparent to a motorist exist on 30th Avenue, between Landau Boulevard and Avenida Maravilla. Such conditions include:

  1. Landau Elementary School has a main pedestrian access route along 30th Avenue that is missing sections of sidewalk, causing students to walk in the roadway;

  2. There is an uncontrolled crosswalk at the intersection of Avenida La Paz;

  3. The eighty-fifth percentile speed as shown on an engineering radar survey performed on 9/24/1998 is forty-two MPH.

P. For the above reasons, the prima facie speed limit on 30th Avenue, between Landau Boulevard and Avenida Maravilla is set (to remain) at thirty-five MPH, notwithstanding the prevailing speeds as determined by traffic engineering measurements.

Q. Highway, traffic and roadway conditions not readily apparent to a motorist exist on McCallum Way, between Date Palm Drive and Santoro Road. Such conditions include:

  1. There are numerous driveways and alleys entering the roadway at various irregular locations;

  2. There is a known period of congestion from school and transit bus traffic centered around the elementary school;

  3. There are no turn lanes or parking lanes provided;

  4. There are missing sections of sidewalk causing pedestrians to walk in the roadway;

  5. The eighty-fifth percentile speed as shown on an engineering radar survey performed on 9/24/1998 is thirty-six MPH.

R. For the above reasons, the prima facie speed limit on McCallum Way, between Date Palm Drive and Santoro Road is set (to remain) at thirty MPH, notwithstanding the prevailing speeds as determined by traffic engineering measurements.

S. Highway, traffic and roadway conditions not readily apparent to a motorist exist on McCallum Way, between Santoro Road and Da Vall Drive. Such conditions include:

  1. There are numerous driveways and alleys entering the roadway at various irregular locations;

  2. There is a known period of congestion from school and transit bus traffic centered around the elementary school;

  3. There are no turn lanes or parking lanes provided;

  4. There are missing sections of sidewalk causing pedestrians to walk in the roadway;

  5. There is a distinct road transition/taper with a below standard radius;

  6. The eighty-fifth percentile speed as shown on an engineering radar survey performed on 9/28/1998 is forty MPH.

T. For the above reasons, the prima facie speed limit on McCallum Way, between Santoro Road and Da Vall Drive is set (to remain) at thirty-five MPH, notwithstanding the prevailing speeds as determined by traffic engineering measurements.
