§ 2799.1. Senior Citizens Advisory Commission – Establishment of.¶
There is hereby established a Senior Citizens Advisory Commission. Said Senior Citizens Advisory Commission may be known and referred to as the "Carson Senior Citizens Advisory Commission" or the "Senior Citizens Advisory Commission." (Ord. 97-1119 § 1)
§ 2799.2. Members.¶
The Senior Citizens Advisory Commission shall consist of eleven (11) members, and three (3) alternate members who shall be called upon, when necessary, in the order of their appointments as Alternate 1, 2 or 3, to substitute for any absent commissioner, each of whom shall be and remain a resident of the City of Carson and be at least fifty (50) years of age. All members shall be appointed by the Mayor with the approval of a majority of the entire City Council present, including the Mayor. The tenure of any member of the Commission and any Alternate shall be terminable at will, and without cause, by removal on the motion of any member of the Council, duly seconded, and with the approval of a majority of the entire City Council present, including the Mayor. Subject to the provisions of this Section, the tenure of Commission members appointed on or after April 1, 1997, shall expire at midnight on the last day of the calendar month in which the next general municipal election after the member's appointment is held for seats on the Carson City Council. Each Commission member shall continue to serve until a successor has been appointed by the Mayor with the approval of a majority of the entire City Council present, including the Mayor, and has qualified unless the City Council declares the position to be vacant. Should any vacancy exist on the Commission, an appointment shall be made by the Mayor with the approval of a majority of the entire City Council present, including the Mayor. § 2799.3. Organization.¶
The Senior Citizens Advisory Commission shall elect a Chairperson, a Vice Chairperson, and a Corresponding Secretary from among its members, for terms of one (1) year, at its first regular meeting in July of each year. The Commission may also appoint such other officers as may be necessary or convenient for the administration of its business, at the same time and for like terms. Said officers shall enter in the duties of their office at the first regular meeting in July of each year. The Commission shall adopt Bylaws for the transaction of its business. The Bylaws, or any amendments thereto, shall become effective only upon approval by the City Council. The Commission shall keep a record of all its minutes, resolutions, actions, findings and determinations, all of which shall be filed with the City Clerk. Minutes, resolutions, and recommendations shall be filed with both the City Clerk and the City Manager. (Ord. 97-1119 § 1)
§ 2799.4. Regular Meetings.¶
The Senior Citizens Advisory Commission shall hold at least one (1) regular meeting in each month at such time and place as designated in the Bylaws of the Commission. Regular meetings may be adjourned by public announcement to a specified date, time, and place, and any such adjourned meeting shall be deemed a regular meeting. All meetings shall be open to the public. A majority of the members shall constitute a quorum. (Ord. 97-1119 § 1)
§ 2799.5. Absence from Meetings.¶
If a member of the Senior Citizens Advisory Commission is absent from three (3) successive regular meetings without being excused by the Commission, or is absent for any reason for more than six (6) regular meetings in any twelve (12) month period, the office of such member shall be vacated and the Chair shall immediately notify the City Manager, who shall notify the City Council that said office is vacant. Upon such notification, a successor for the remainder of the term of such member shall be appointed by the appointing authority for the member whose position is vacated.

§ 2799.6. Duties and Functions of Commission.¶
The Carson Senior Citizens Advisory Commission shall have the following authority and duties:
(a) To act in an advisory capacity to the City Council, City Council subcommittee or City department concerned with senior citizens' problems concerning, but not limited to, social service programs for seniors (case management and in-home supportive services including the Stroke Activity Center, housing security/personal safety, transportation, recreation, therapeutics, economics and other governmental concerns which can impact the seniors of Carson).
(b) To assist City staff in establishing goals and objectives. Developing financial support networks and delivery of services to seniors.
(c) To assemble information on problems and their solutions for older Americans through all available means including public hearings.
(d) To be empowered on its own initiative to make recommendations to senior citizens service agencies on matters within its purview.
(e) To act to facilitate coordination between existing and proposed programs for the elderly.
(f) To carry out such studies as may be assigned to it by City Council.
(g) To officially represent the City before State, local and national organizations and agencies when directed by the City Council.
(h) To report to the Mayor and City Council its findings on a regular basis.

§ 2799.7. Compensation and Expenses.¶
Each member and alternate member of the Senior Citizens Advisory Commission shall receive compensation at the rate of $35.00 for each meeting of the Senior Citizens Advisory Commission attended by such member, not to exceed a total compensation of $70.00 in any one (1) month. Such compensation shall be paid on the first register of the month. No additional compensation shall be paid for expenses incurred by the members of the Commission in the performance of their duties, except that the City Council may, from time to time, authorize in advance expenditures for attendance at seminars, institutes or other meetings which the City Council may find to be beneficial to the Commissioners in the performance of their duties, and in the best interests of the City. Claims for such expenses shall be filed with the Finance Officer and shall be subject to audit and approval by the City Council.

Article N. Youth Commission
§ 27100.1. Youth Commission – Establishment of.¶
There is hereby established a Youth Commission. Said Youth Commission may be known and referred to as the "Carson Youth Commission" or the "Youth Commission." (Ord. 98-1132 § 1)
§ 27100.2. Members.¶
The Youth Commission shall consist of eleven (11) members, and three (3) alternate members who shall be called upon, when necessary, in the order of their appointments as Alternate 1, 2 or 3, to substitute for any absent commissioner, each of whom shall be and remain a resident of the City of Carson and be at least thirteen (13) but not more than eighteen (18) years of age at the time of their appointment. All members shall be appointed by the Mayor with the approval of a majority of the entire City Council present, including the Mayor. The tenure of any member of the Commission and any Alternate shall be terminable at will, and without cause, by removal on the motion of any member of the Council, duly seconded, and with the approval of a majority of the entire City Council present, including the Mayor. The term of office of Commission members shall be for one (1) year commencing July 1st and expiring at midnight on June 30th unless a different expiration date is prescribed by the City Council at the time of the member's appointment. Each Commission member shall continue to serve until a successor has been appointed by the Mayor with the approval of a majority of the entire City Council present, including the Mayor, and has qualified unless the City Council declares the position to be vacant. Should any vacancy exist on the Commission, an appointment shall be made by the Mayor with the approval of a majority of the entire City Council present, including the Mayor. All appointments shall be made in an open meeting of the City Council.

The Carson Youth Commission shall have the following authority and duties:
(a) Act in an advisory capacity to the City Council and the Director of Recreation and Community Services in all matters pertaining to youth issues and to cooperate with other governmental agencies and civic groups in the advancement of sound youth programs.
(b) Formulate general policies on youth services for approval by the City Council.
(c) Advise the Director of Recreation and Community Services concerning the development of youth facilities, programs, and services.
(d) Make periodic inventories of youth services that exist or may be needed and interpret the needs of the public to the City Council and the Director of Recreation and Community Services.
(e) Aid in coordinating youth services with the programs of other governmental agencies, public service agencies, and volunteer organizations.
(f) Attend and become involved in activities of any ad-hoc committees and meet with appropriate community organizations, agencies, or other groups, so as to provide adequate information for deliberations.
(g) Generate discussion in the community with respect to youth problems, concerns, and issues.

There is hereby established a Veterans Affairs Commission. Said Veterans Affairs Commission may be known and referred to as the "Carson Veterans Affairs Commission" or the "Veterans Affairs Commission."

§ 27103.6. Duties and Functions of Commission.¶
The Carson Public Safety Commission shall have the following authority and duties:
(a) Act in an advisory capacity to the City Council, City Manager, and Public Safety Manager in certain matters pertaining to public safety services within the City of Carson.
(b) Recommend general policies on public safety services for approval by the City Council, City Manager, or Public Safety Manager.
(c) Advise the City Council, City Manager, and Public Safety Manager concerning the development of public safety programs and services.
(d) Provide a forum for community discussion of public safety concerns and issues.
(e) "Public safety" as used herein refers to law enforcement, fire suppression, code enforcement, and disaster and emergency aid services provided within the City of Carson, and also refers to bullying prevention authority and duties as detailed in subsections (h) through (j) of this Section, inclusive.
(f) The Public Safety Commission shall have no responsibility or authority to review, evaluate, investigate, or comment upon individual personnel complaints involving any public agency or contractor employee. Any and all such matters are solely within the jurisdiction of the involved public agency or contract employer and its internal affairs and personnel policies and procedures.
(g) The Public Safety Commission shall have no responsibility or authority to direct or interfere with the operations and management of any public safety agency or contractor, nor shall any individual member of the Public Safety Commission at any time attempt to direct, interfere with, or participate in the operations or management of any public safety agency or contractor or their personnel.
(h) Act in an advisory capacity to the City Council, the City Manager, and their designees in matters related to the identification and prevention of bullying, including cyber-bullying, in the City of Carson.
(i) Review and provide advice and recommendations concerning a shared understanding of the causes and effects of bullying, to create a public service announcement (PSA) that would educate and create heightened awareness of the effects of bullying to the full City Council, to develop educational tools to be presented to students, parents, and other interested persons or entities about ways to identify and prevent bullying, including cyberbullying, in the City of Carson.
(j) Perform such other tasks as may be assigned to the Commission by the City Council from time to time related to the identification and prevention of bullying, including cyberbullying, in the City of Carson.
(k) The Public Safety Commission shall have no responsibility or authority to review, evaluate, investigate, or comment upon matters which are within the duties and functions of any other City of Carson commission or committee.

No additional compensation shall be paid for expenses incurred by the members of the Commission in the performance of their duties, except that the City Council may, from time to time, authorize in advance expenditures for attendance at seminars, institutes or other meetings which the City Council finds beneficial to the Commissioners in the performance of their duties, and in the best interest of the City. Claims for such expenditures shall be filed with the Finance Officer and shall be subject to audit and approval by the City Council.

§ 27103.8. Membership Qualifications.¶
Each member of the Public Safety Commission shall be a resident of the City of Carson and be at least eighteen (18) years of age at the time of the member's appointment. Additionally, each member shall be a person having interest, experience or ability in the identification, education, and prevention of bullying, including cyber-bullying, and could be a credentialed educator, licensed psychologist, credentialed counselor.

Economic Development Commission
§ 27104.1. Economic Development Commission – Establishment of.¶
There is hereby established an Economic Development Commission. Said Economic Development Commission may be known and referred to as the "Carson Economic Development Commission" or the "Economic Development Commission." (Ord. 00-1191 § 1)

Subject to the provisions of this Section, the tenure of Commission members appointed on or after June 8, 2000, shall expire at midnight on the last day of the calendar month in which the next general municipal election after the member's appointment is held for seats on the Carson City Council. Each Commission member shall continue to serve until a successor has been appointed by the Mayor with the approval of a majority of the entire City Council present, including the Mayor, and has qualified unless the City Council declares the position to be vacant. Should any vacancy exist on the Commission, an appointment shall be made by the Mayor with the approval of a majority of the entire City Council present, including the Mayor. All appointments shall be made in an open meeting of the City Council.

The Economic Development Commission shall elect a Chairperson and a Vice Chairperson from among its members, for terms of two (2) years, at its first regular meeting in July of each year. The Commission may also appoint such other officers as may be necessary or convenient for the administration of its business, at the same time and for like terms. Said officers shall enter in the duties of their office at the first regular meeting in July of each year. The Commission shall adopt Bylaws for the transaction of its business. The Bylaws, or any amendments thereto, shall become effective only upon approval by the City Council. The Commission shall keep a record of all its minutes, resolutions, actions, findings and determinations, all of which shall be filed with the City Clerk. Minutes, resolutions, and recommendations shall be filed with both the City Clerk and the City Manager.

§ 27104.4. Regular Meetings.¶
The Economic Development Commission shall hold at least one (1) regular meeting in each month at such time and place as designated in the Bylaws of the Commission. Regular meetings may be adjourned by public announcement to a specified date, time, and place, and any such adjourned meeting shall be deemed a regular meeting. All meetings shall be open to the public. A majority of the members shall constitute a quorum. (Ord. 00-1191 § 1)
§ 27104.5. Absence from Meetings.¶
If a member of the Economic Development Commission is absent from three (3) successive regular meetings without being excused by the Commission, or is absent for any reason for more than six (6) regular meetings in any twelve (12) month period, the office of such member shall be vacated and the Chair shall immediately notify the City Manager, who shall notify the City Council that said office is vacant. Upon such notification, a successor for the remainder of the term of such member shall be appointed by the appointing authority for the member whose position is vacated.

§ 27104.6. Duties and Functions of Commission.¶
The Carson Economic Development Commission shall have the following authority and duties:
(a) Act in an advisory capacity to the City Council, the Carson Successor Agency, the City Manager, the Executive Director, and the Economic Development Group in all matters pertaining to economic development issues.
(b) Evaluate and recommend methods, measures, and programs which will favorably impact the City's business and industrial climate by attracting to and retaining business and industry in Carson, by providing assistance to firms having the potential of expanding their activities in Carson, and by creating a positive image of Carson as a place for business and industry.
(c) Ensure a diverse economic and employment base for the City with a variety of business types, sizes, and markets, including small and disadvantaged businesses.
(d) Review requests for City and Successor Agency assistance and make recommendations to the City Council and Successor Agency.
(e) Coordinate projects with the Carson/Lomita/Torrance Private Industry Council that are designed to inform and educate citizens and businesses concerning its services.
(f) Advise and assist other City Groups, Commissions and Committees in developing and administering programs and procedures which will further the City's economic development goals and objectives.
(g) Monitor regional projects, plans, and decisions which might impact the City's economic development goals and objectives.
(h) Act in an advisory capacity to the City Council and the Information Technology Manager in all matters pertaining to information technology issues.
(i) Review and provide advice and recommendations concerning the City's information technology systems and recommend to the full City Council enhancements to such systems and ways to enhance teaching of computer and information technology literacy for Carson residents.

§ 27104.7. Compensation and Expenses.¶
No compensation shall be paid for expenses incurred by the members and alternate members of the Commission in the performance of their duties, except that the City Council may, from time to time, authorize in advance expenditures for attendance at seminars, institutes or other meetings which the City Council may find to be beneficial to the Commissioners in the performance of their duties, and in the best interests of the City. Claims for such expenses shall be filed with the Finance Officer and shall be subject to audit and approval by the City Council. § 27104.8. Membership Qualifications.¶
Each member of the Economic Development Commission shall be and remain a resident of, or have a place of employment or business in, the City of Carson, and be at least eighteen (18) years of age at the time of the member's appointment. The membership of the Economic Development Commission shall include representatives of all major sectors of the Carson business community as determined in the sole discretion of the City Council. Additionally, each member shall be a person having interest, experience or ability in computers, computer programming, computer software, information technology, systems hardware and/or software inter- or intra-network connectivity, calculated to best provide for the training and education of the public. § 27105.1. Public Relations Commission – Establishment of.¶

(d) Provide assistance to the Public Information staff on coordinating major public relations programs and events.

(a) Act in an advisory capacity to the City Council and City Manager with respect to issues affecting women and families in the City of Carson including domestic violence, equality in employment, educational equality, women's empowerment, self-esteem, teen-dating abuse, women's health, unwed motherhood, parenting, child care, social service resources available to women, and other issues of particular concern to women and families.
(b) Recommend to the Council educational programs and events which promote public understanding and awareness of women's issues and social services available for women and families.
(c) Assist the City Council in the implementation of educational programs and events on women's issues and social services available to women and families as may be authorized by the City Council.
(d) Review and recommend Council support of or opposition to legislation or programs of other agencies which affect women and families.
(e) Compile information on counseling, legal, medical, educational, employment, and housing resources available to women and families in need; provided, that the Commission shall not provide such services to women and families unless specifically authorized by the City Council.
(f) The Women's Issues Commission shall have no responsibility or authority to direct or interfere with the operations and management of any public or private agency or contractor, nor shall any individual member of the Women's Issues Commission at any time attempt to direct, interfere with, or participate in the operations or management of any public or private agency or contractor or their personnel.
(g) The Women's Issues Commission shall have no responsibility or authority to review, evaluate, investigate, or comment upon matters which are within the duties and functions of City employees or any other City of Carson Commission.
