18.06.010 - City council.

The city council shall act as the appeal board for hearing appeals from actions of the planning commission with regard to tentative parcel maps. The city council shall approve, conditionally approve, or disapprove tentative and final maps, shall accept or reject dedication of such real property interest and improvements thereon as may be required, and shall approve any improvement agreements which may be required therefor and any fees which may be imposed thereon.

18.06.020 - Director of engineering services/ city engineer.

The director of engineering services is the city engineer for the city and the city engineer shall be responsible for:

A. Establishing design and construction details, standards and specifications;

B. Determining if proposed subdivision improvements comply with the provisions of this title and the Map Act and for reporting the findings together with any recommendations for approval or conditional approval of the tentative map to the director of planning and community development for subdivisions of five or more parcels and parcel maps;

C. The processing and certification of final maps, reversion to acreage maps and amended maps; the processing and approval of subdivision improvement plans;

D. The inspection and approval of subdivision improvements;

E. The acceptance or rejection of dedications and improvements for subdivisions of four or less parcels;

F. Final approval of parcel maps;

G. The compliance of private improvements (improvements not to be maintained by the city);

H. The processing and approval of certificates of compliance and conditional certificates of compliance.

18.06.030 - Planning and community development department (PCDD).

The planning and community development department shall be responsible for:

A. The processing of preliminary and tentative maps, parcel maps and for the collection of all required filing deposits and fees;

B. Investigating proposed subdivisions for conformity to the general plan, specific plans and zoning ordinance of the city and reporting its findings together with recommendations for approval of conditional approval through the planning commission to the city council (for tentative maps) and to the planning commission (for parcel maps);

C. Examining and certifying that final maps are in substantial conformance to the approved tentative map.

18.06.040 - Planning and community development director.

The planning and community development director shall be responsible for the management of the planning and community development department in carrying out the responsibilities imposed by this chapter. The planning and community development director shall also be the advisory agency and shall have the authority to approve, conditionally approve, or disapprove tentative parcel maps relating to lot line adjustments.

18.06.050 - Planning commission.

The planning commission shall act as the advisory agency with regard to tentative maps and tentative parcel maps. The planning commission shall review tentative maps for general layout and aesthetics and shall make its recommendations for approval, conditional approval, or disapproval to the city council. The planning commission shall have authority to approve, conditionally approve, or disapprove tentative parcel maps.
