14.08.010 - Incorporation of Ventura County Code.¶
Subject to the amendments, additions and deletions set forth below, the city council incorporates Article 1 in Chapter 8 to Division 4 of the Ventura County Code entitled Groundwater Conservation, consisting of §§ 4811 to 4828, into this code pursuant to Government Code § 50022.9. The provisions of this code will take precedence over any conflicting provisions in the referenced portion of the Ventura County Code.

14.08.020 - Purpose.¶
Section 4811 of the VCC is amended to read as follows:
Enacting this chapter is intended to provide, in cooperation with the county of Ventura, for the construction, maintenance, operation, use, repair, modification, and destruction of water wells located within the city; to ensure that the groundwater of the county of Ventura will not be contaminated or polluted; to ensure that water obtained from wells will be suitable for use; and to preserve and protect the public health, safety and general welfare of the residents of the city.

14.08.030 - Definitions.¶
Section 4812 of the VCC is amended to read as follows:
G. "City inspector" means a person authorized by the director to inspect all work for which a permit is issued pursuant to this chapter;
H. "Department" means the city's department of public works;
J. "Director" means the director of public works, or designee;
X. "County and city" mean the city of Camarillo;
Y. "VCC" means Article 1 in Chapter 8 to Division 4 of the Ventura County Code entitled Groundwater Conservation and consisting of §§ 4811 to 4828.

14.08.040 - Permits.¶
Section 4813(A) of the VCC is amended to read as follows:
It is unlawful for any person to construct, repair, modify or destroy any cathodic protection well that is deeper than fifty (50) feet, any engineering test hold that is deeper than fifty (50) feet, any monitoring well, or any water well unless such work is done pursuant to and in compliance with a valid permit issued pursuant to this chapter.
In Sealing Zone III, as described in the California Department of Water Resources Bulletin No. 74-9, no permit shall be issued pursuant to this chapter for replacing an existing well or constructing a new well unless it is consistent with the current Fox Canyon Groundwater Management Agency (GMA), Groundwater Management Plan, as determined by the GMA. In making this determination, the GMA shall also consider the suitability of the water quality for the intended use of the well.
Alterations, repairs, modifications, and rehabilitations of existing wells within Sealing Zone III that do not involve a change of the aquifier in which the well is perforated do not require GMA approval, provided the well's original production capacity is not increased.

14.08.050 - Enforcement.¶
Section 4823 of the VCC is amended to read as follows:
It is unlawful to violate any provision of this chapter. The city attorney, or designee, may enforce this chapter in accordance with Chapter 1.12 of this code.
