13.02.010 - Title.¶
County service areas.

13.02.020 - Application.¶
A. The county shall form, administer, and operate county service areas in Calaveras County pursuant to the provisions of Government Code Section 25210 et seq.
B. This chapter shall apply to the active county service areas which were formed to provide road improvement and maintenance on public roads not included in the county-maintained road system, to the county service area that was formed to deliver street lighting service, and to any county service areas formed subsequent to enactment of this chapter to deliver any governmental services and facilities listed in Government Code Section 25213.
C. The county board of supervisors serves as the governing authority for county service areas. The board may delegate administration and operations of county service areas to department heads with appropriate expertise. the director of public works is delegated by the board to administer county service areas for road improvement and maintenance, and the county administrative officer is delegated to administer county service areas for street lighting. Delegation of county service area responsibilities may be changed by resolution of the board of supervisors.

13.02.030 - Imposition of assessments and taxes.¶
A. Benefit assessments may be imposed on parcels within county service areas consistent with the provisions of the California Constitution Article 13D and Government Code Sections 25215.3 and 53753.
B. Proposed new, increased, or extended property-related fees and charges may be imposed pursuant to Government Code Sections 25215.5 and 53755.
C. The board may levy special taxes pursuant to Government Code Sections 25215.2 and 50075, et seq. The special taxes shall be applied uniformly to all taxpayers or all real property within the county service area, except that unimproved property may be taxed at a lower rate than improved property (Government Code Section 25215.2).

13.02.040 - Advisory committees.¶
A. Committees may be formed to advise the county as to the road maintenance or other service needs of each county service area.
B. Committee members shall serve at the pleasure of the board of supervisors in an advisory capacity. Examples of committee activities include conducting community meetings, proposing work schedules and priority of services, and facilitating communication between county service area residents and the county. It shall not be within the authority of an advisory committee to make decisions, manage, or direct the delivery of services or facilities.
C. Appointments to advisory committees shall be made by the board of supervisors upon nomination by the supervisor representing the majority of parcels which comprise the county service area.
D. The maximum number of members of each advisory committee shall be determined by the supervisor representing the majority of parcels which comprise the county service area.
E. Committee members shall reside within the county service area which they represent.
